Background

Sweden has long been regarded as a champion of human rights and a defender of the most vulnerable. However, this reputation is increasingly undermined by its failure to act decisively in cases of international child abduction. While neutrality has historically been a cornerstone of Sweden’s foreign policy, it is now being misused as a justification for inaction, leaving abducted children and their families without the protection they desperately need.

Under the guise of neutrality, Sweden avoids taking firm diplomatic or legal stances in cases where children are unlawfully taken to or from the country. This reluctance results in unnecessary delays, legal ambiguity, and a lack of support for families seeking the return of their children. Instead of neutrality serving as a tool for justice, it has become a shield for bureaucratic inertia and systemic failure.

Problem Description
Children who are abducted suffer severe psychological and emotional trauma, and their left-behind parents face an unresponsive and ineffective system. Despite Sweden’s international obligations under the Hague Convention on the Civil Aspects of International Child Abduction, the country’s approach is characterized by:

  • A lack of specialized training and resources within the judicial and police systems, resulting in slow and ineffective case handling.
  • Fragmented and unclear cooperation between Swedish authorities and international actors, preventing efficient case resolution.
  • A failure to provide affected families with legal, financial, and psychological support, leaving them to navigate an overwhelming system alone.
  • A lack of transparency, with little to no follow-up on case outcomes, making it difficult to assess progress and accountability.

Proposed Measures and Changes
To ensure that abducted children and their families receive the protection they deserve, we propose the following urgent reforms:

1. Strengthening the Judicial and Police Systems

  • Implement specialized training for police officers, prosecutors, and other relevant authorities to handle both national and international child abduction cases effectively.
  • Prioritize cases of missing and abducted children, ensuring they are not delayed by bureaucratic procedures.

2. Improved Coordination and Structure

  • Establish a central authority specifically dedicated to handling cases of abducted children, ensuring clear and effective communication between Swedish authorities and international partners.
  • Reorganize and enhance the unit within the Ministry responsible for child abduction cases to create a clearer and more effective structure. In Sweden's case, the  MFA of Sweden acts as a "Central Authority".

3. Comprehensive Support for Affected Families

  • Develop unified European programs that provide legal and financial assistance to parents seeking the return of their children.
  • Ensure psychological support services are available for both children and parents affected by these traumatic separations.

4. Transparency and Continuous Reform

  • Commission an independent review of Sweden’s handling of child abduction cases, along with those of other European countries, to identify systemic deficiencies and areas for improvement.
  • Introduce annual reporting on child abduction cases within Sweden and the EU, detailing the number of reported and resolved cases to promote transparency and accountability.
  • Reform national and international legislation to prevent bureaucratic barriers from taking precedence over children’s rights and well-being.

Our Message
Sweden can no longer hide behind the excuse of neutrality while failing to protect its most vulnerable citizens. Neutrality should not mean passivity. It must not be used as a pretext for failing to uphold the rights of abducted children and their families.

We urge that:

  1. Immediately commission an inquiry into Sweden’s and other EU member states’ handling of child abduction cases.
  2. Allocate resources to ensure efficient and prompt action in cases involving abducted children.
  3. Introduce annual reporting mechanisms to track progress, ensuring transparency and accountability.

This is a plea to Sweden and the European Union to take decisive and compassionate action. Every day without reform is another day that abducted children remain lost and families remain torn apart.

Sweden must choose justice over neutrality and take responsibility for protecting its most vulnerable citizens.
