Petition to Support Abigail’s Law & the 222 Silent Emergency Alert System

Help us turn Abigail’s tragedy into a law that could save the next life.

On behalf of our family, friends, and everyone who believes that no teenager or innocent passenger should lose their life because they had no safe way to call for help, we are asking the people of Washington State to support Abigail’s Law and the 222 Silent Emergency Alert System.

Our family knows firsthand how devastating impaired and dangerous driving can be.

Our beloved Abigail Lacey Dudley was only 17 years old when her life was taken in a drunk-driving crash. She should have had her entire life ahead of her. Her family and friends should have been watching her grow up, graduate, make memories, and build the future she deserved.

Instead, we are left asking a heartbreaking question:

What if there had been a way for someone in that vehicle to silently ask for help?

What is Abigail’s Law?

Abigail’s Law would focus on prevention, early intervention, juvenile traffic safety, and protecting vulnerable people from preventable tragedies.

As part of the proposed legislation, we are asking Washington State to establish a 222 Silent Emergency Alert pilot program.

The concept is simple:

If someone is trapped in a vehicle with a dangerous, impaired, threatening, or otherwise unsafe driver and cannot safely make a phone call, they could send a text containing “222.”

The system would be designed to discreetly transmit the person’s location to the nearest 911 communications center, allowing emergency services to respond without requiring the person to speak or explain what is happening.

Why is this important?

There are situations where making a 911 call simply isn’t safe.

A passenger may be:

Trapped inside a moving vehicle
Sitting beside an impaired or violent driver
Afraid that speaking will cause the situation to escalate
Unable to safely reach or operate their phone for a traditional emergency call
A minor who doesn’t know what else to do
Experiencing a situation where seconds could mean the difference between life and death
A silent emergency option could provide another tool for people who desperately need help but cannot safely ask for it out loud.

We are asking Washington State lawmakers to act.

We ask our elected representatives to:

✔ Support Abigail’s Law.
✔ Support the 222 Silent Emergency Alert pilot program.
✔ Help move this legislation to the appropriate committee for consideration.
✔ Work toward creating a practical, voluntary emergency tool that could help protect passengers, minors, and vulnerable adults.

This isn’t about replacing 911.

It’s about creating another way to reach 911 when making a traditional call isn’t safe.

We cannot change what happened to Abigail.

But we can try to make sure that her death wasn’t meaningless.

If a simple silent text could give one scared teenager, one passenger, or one vulnerable person a chance to get help before tragedy happens, we believe it is worth fighting for.
