We demand a comprehensive plan to reduce the euthanasia of healthy animals through increased adoption efforts, community education, and robust support for animal shelters.
2. **Mandatory Spay and Neuter Laws**: To control the overpopulation of pets, we petition for a mandatory law requiring all pet owners to spay or neuter their animals. Exceptions should only be made for responsible breeders with proper licenses. This measure is vital to ensure that all pets have loving homes and reduce the number of homeless animals.
3. **Breeding License Requirement**: We advocate for legislation that requires all individuals and organizations involved in breeding animals to obtain a proper license. This will help promote responsible breeding practices, ensure the health and well-being of the animals, and discourage unethical breeding.
4. **Build Better Shelters**: We call for increased funding and support to build and improve animal shelters in larger cities. Modern, well-equipped shelters will provide better living conditions, care, and support for homeless animals, ultimately facilitating more adoptions and reducing euthanasia rates.
5. **Behavior Assessment Programs**: We propose the implementation of behavior assessment programs for dogs that exhibit nipping or aggressive behavior towards shelter workers. These animals should be tested over time to determine if they simply require training and socialization rather than euthanasia. This approach prioritizes rehabilitation and gives these dogs a chance for a second life.
6. **Training and Qualification for Euthanasia Technicians**:
We strongly believe that euthanasia technicians must receive comprehensive training in humane euthanasia practices. Many are not adequately trained, leading to inconsistent results. Additionally, methods such as the heart stick procedure are considered cruel and should be banned in favor of more humane alternatives. Euthanasia should be performed with compassion and respect, ensuring a peaceful passing for animals.
