United Nations Human Rights Office (OHCHR)

We, the undersigned, demand that the National Investigation Agency (NIA) immediately expand its forensic investigation into the brutal abduction, torture, mutilation, beheading, and murder of six unarmed Naga civilians allegedly committed by members of the Kuki National Front-Presidential Faction (KNF-P) in Manipur.

๐Ÿ. ๐“๐ข๐ฆ๐ž๐ฅ๐ข๐ง๐ž ๐จ๐Ÿ ๐„๐ฏ๐ž๐ง๐ญ๐ฌ

Kuki militants abducted 18 Naga civilians from Leilon Vaiphei village, Kangpokpi district, Manipur.

  • 12 women
  • 1 Toddler
  • 6 men (including two pastors)

The captives were blindfolded and moved to forested areas. The men were separated and taken deeper into the forest. The women were held separately.

After negotiations, all 12 women and the infant were released at Makhan village. The six men remained missing, presumed held by KNFโ€‘P militants.

United Naga Council (UNC) released the remaining 14 Kuki hostages. Released Kuki hostage Paotinkai Chongloi stated: "We were given the best food available in the area twice a day with tea and we did not face any hardship during our captivity."

Total Kuki hostages returned unharmed by Nagas: 28.

After a 24โ€‘hour search by 450 personnel (Manipur Police, CRPF, Assam Rifles, forensic experts, sniffer dogs), the mortal remains of the six Naga men were recovered in a jungle near Leilon Vaiphei village.

The released women, now free from the hope that kept them silent, spoke publicly about their captivity.

For twentyโ€‘five days after their release (15 May to 9 June), the 12 Naga women did not speak publicly about their treatment. They feared that any statement would endanger the six men they still hoped were alive. Their silence ended only after the men's mutilated bodies were recovered.

Family members and forensic reports describe the condition as one of the most gruesome crimes in Manipur's history.

  • Only one body (Dilip Thiumai) was relatively intact, with hands tied behind his back, suggesting he had been thrown into water.
  • The remaining five bodies were totally mutilated, butchered, and beheaded.
  • One victim (Rev. Dr. Manu Thiumai) was identified only by a blue sneaker. His head had been severed (only skull remained). Both arms were chopped off from the shoulders.
  • One victim's head was completely missing.
  • Bodies were in advanced decomposition and recovered separately. Inspector General of Police Ningshen Worngam confirmed that DNA testing may be required for identification.

Quote from Paisho Thiumai (younger brother of Rev. Dr. Manu Thiumai):

"The rest of the bodies were totally mutilated. They were butchered and beheaded. We couldn't see any intact joints. This is horrific. We are deeply angry and broken by this entire inhuman act."

On 12 June 2026, NTIMES reported that the women finally spoke. They stated that during captivity they were kept blindfolded even during meals. One day they were served meat curry. The meat had no familiar smell and no familiar taste; they could not identify what it was.

In a statement to NTIMES, the released women suspected that the unidentifiable meat they were served may have been human flesh from the already killed men. Their suspicion is supported by a senior Naga community leader who publicly asked whether the murderers are cannibals, as well as the police's own forensic findings of dismemberment and missing body parts. This possibility cannot be ruled out without forensic testing.

We demand forensic investigation through:

  • Gastric lavage analysis
  • Histopathological testing of any remaining food or tissue
  • DNA crossโ€‘matching with the recovered remains

A viral social media screenshot dated 16 May 2026 circulated widely during the period when the six Naga men were reported missing. The screenshot shows a Facebook post by Toukhai Chawang questioning whether cannibals exist in Manipur and expressing concern over disturbing comments and actions that had led many to question whether humanity still exists.

Within the comment thread, Surchandra Leimapokpam commented: "Six more Nagas also missing." A Facebook profile identified as "Lm Khongsai Lm Khongsai" replied: "we cooked and ate them already". The comment attracted significant public attention because it appeared to reference the missing Naga individuals mentioned in the preceding comment. Consequently, the screenshot became a subject of public scrutiny and calls for digital forensic examination, account verification, authorship analysis, and investigation by the competent authorities.

The significance of the screenshot lies not in proving the truth of the statement itself, but in documenting that such a statement was publicly posted and circulated during an ongoing missingโ€‘persons case. We therefore demand that the NIA include in its investigation:

Digital forensic examination of the viral screenshot, including verification of theย "Lm Khongsai Lm Khongsai" account, its authorship, and any connection to the perpetrators or those with knowledge of the crime.

The United Naga Council (UNC) has issued a fourโ€‘point charter of demands:

  1. Abrogation of the Suspension of Operations (SoO) agreement with all Kuki militant groups.
  2. Immediate arrest and prosecution of all KNFโ€‘P personnel involved in the abduction and killings.
  3. Declaration of KNFโ€‘P as a terrorist organisation.
  4. Immediate removal of Deputy Chief Minister Nemcha Kipgen from office.

Reason for demand: Nemcha Kipgen's husband, Semtinthang alias Thangboi Kipgen, is the president of KNFโ€‘P, the group accused of the abduction and killings.

The UNC has further stated that the mortal remains of the six hostages will not be formally received until these demands are addressed by the Manipur government and the Government of India.

This is not a communal issue. It is an extraordinarily grave crime involving the abduction, killing, mutilation, beheading, and dismemberment of six unarmed Naga civilians.

It also involves disturbing allegations and suspicions, raised by released women hostages, that while being held blindfolded during captivity, they may have been served human flesh without their knowledge. These allegations require a thorough, independent, and scientifically rigorous forensic investigation. Such acts, if established, would constitute a profound affront to human dignity and humanity itself.

No political influence, armed group, or ethnic justification should shield any individual or group found responsible. The abducted women deserve the truth. The deceased men deserve justice. Their families deserve answers. The public deserves transparency. The world must not look away until the facts are fully established and accountability is ensured.

Prime Minister's Office (PMO), Government of India

Ministry of Home Affairs (MHA)

National Investigation Agency (NIA)

๐Ÿ๐Ÿ“ ๐Œ๐š๐ฒ ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ”

The bodies were recovered nearly a month later from a border area between Konsakhul and Leilon Vaiphei villages. Police indicated the victims may have been killed elsewhere and their bodies moved to that location. (EastMojo, 12 June 2026)
  7. Annexure G: Screenshot of Facebook post dated 16 May 2026 with the comment "we cooked and ate them already" (viral social media evidence.)ย The "Lm Khongsai" Facebook comment, a screenshot of which has gone viral on social media, is a crucial piece of digital evidence. It represents an online threat and a possible admission of involvement. A formal request to preserve this digital evidence has been lodged with the relevant authorities, and the source remains under active digital forensic examination. The screenshot itself is attached as a separate image file to this petition due to its nature as a temporary, userโ€‘generated social media post.
