Mr. Martin this is in response to your questions, PennDOT has previously prepared a comprehensive Engineering and Traffic Study for an all-way stop control at the intersection of Lenape Unionville Road (SR 3025) and Locust Grove Road located in Pocopson Township. The study was conducted using the Department’s in accordance with PennDOT Publication 212 https://www.dot.state.pa.us/public/PubsForms/Publications/PUB%20212.pdf; Vehicle Code, Title 75 Pa. C.S.; PA Code Title 67 Pa. C.S.; and FHWA Publication “Manual on Uniform Traffic Control Devices” (MUTCD 11th Edition) https://mutcd.fhwa.dot.gov/pdfs/11th_Edition/mutcd11theditionhl.pdf . Below is a summary of the study results:
The Intersection sight distance requirements are satisfied for Locust Grove Road at the intersection with Lenape Unionville Road after previously recommended vegetation was removed.
From 1/2023 to 12/2025, there are 5 angle type crashes (1 in 2023, 2 in 2024, 2 in 2025). These don’t satisfy the 5 crashes in a 12-month period or 6 crashes in a 36-month period minimum, according to warrant A in MUTCD 11th Edition section 2B.13 at the above link. Furthermore, the crashes considered must generally be of types that could be corrected by a multi-way stop, such as:
Right-angle collisions
Left or right turn collisions
Failure-to-yield-right-of-way crashes
Traffic volumes of a minimum of 300 units/hour on the major road and 200 units/hour on the minor road for the same 8-hour period in any typical day are not satisfied for all-way stop control according to warrant D in MUTCD 11th Edition section 2B.16 at the above link.
Based on the study that was completed, roadway characteristics, field observations and most recent crash history, it is found that all-way stop control warrants are not satisfied for the intersection of Lenape Unionville and Locust Grove Roads. Regarding the crash history at the intersection, refer to regulations found in PennDOT Publication 212 at the above link.
