Attached is a scan of the April 25, 2022 Board of Supervisors Public Meeting Minutes. Please note that item #4 – Public Comment Non-Agenda Item includes comments from Matthew Anderson from PennDOT. Mr. Anderson commented in April on a field visit and recommended improvements for the intersection that included sign replacement/upgrade, paint refresh with minor additions. The minutes reflect a work schedule of summer 2022.
The office is not aware of proposed recommendations having been revised to include 4-way stop signs. Supervisor Ray McKay inquired during the public comment non-agenda item portion of the meeting as to 4-way stop signs.

Thank you Susan. I reviewed the meeting minutes and at least one board member inquired about a four way stop sign to be installed. At this point, even the initial intersection improvements have not been completed and accidents continue to happen. Given the amount of community support for the 4 way stop sign and at least some known support at the board level, can this intersection issue be placed into a high level of priority. With school starting up again and more teen drivers on the road, this safety issue really needs to be addressed.

Mark, please follow up with PennDot on the timing of the initial recommendations since the April meeting indicated the work would be done this summer.
Mr & Mrs Martin, for reference, Craig Williams is no longer our local State Rep. Due to redistricting this year, we are now in Rep Christine Sappey’s district. Please provide us the case number that PennDot gave you.
Susan/Mark - my understanding is that the PenDot process is for the township to initiate the request and fees for the study. If that is no longer the process, do we have any information from PennDot confirming the change?
Assuming PennDot agrees to the 4-way stop sign, I don’t see any issues with the Township maintaining the signs.

Our office was provided with the following information from PennDOT. I have also forwarded this information to Pocopson Township but I do suggest following up as a resident to express your desire for the multi-way stop sign.
In March 2022, the department received a concern from a customer about safety at the intersection of Lenape Unionville Road (State Route 3025) and Locust Grove Road. The department then conducted a field view of the intersection and completed a sight distance study. Following the field visit, the department established some countermeasures to improve safety at the intersection and the department completed a signing and pavement marking plan. The department shared the plan with Pocopson Township and attended a Board of Supervisors meeting in Pocopson Township to explain the improvements. The department received concurrence on the design and approval from the township April 7, 2022. The department will install the approved improvements listed below and Pocopson Township will be responsible for maintaining the improvements.
The improvements on Lenape Unionville Road include replacing the existing “Intersection Warning” signs and relocating them further from the intersection to provide motorists additional time to be aware of and react to vehicles crossing Lenape Unionville Road or turning onto Locust Grove Road. Supplementary “Intersection Warning” signs will be installed on eastbound and westbound Lenape Unionville Road before Locust Grove Road, to provide additional warning to motorists.
Locust Grove Road signing improvements include upgrading existing “Stop” and “Stop Ahead” signs at and approaching the intersection. Supplementary “Stop” and “Stop Ahead” signs will be installed to serve as additional warning to motorists. “Stop Ahead” signs will be installed on southbound Locust Gove Road in advance of the intersection. Retroreflective stripes will be installed on all intersection-related sign posts to increase conspicuity. Pavement markings will be installed on both Lenape Unionville Road and Locust Grove Road. Stop bars will be installed on the approaches of Locust Grove Road to supplement the “Stop” signs. Dotted centerline and edge line pavement markings will be installed on Lenape Unionville Road. Dotted extensions serve as an indication to motorists on Lenape Unionville Road of the presence of the intersection at Locust Grove Road. For motorists on Locust Grove Road, dotted extensions delineate the edge of the travel lanes so motorists can pull forward from the stop bar to optimize sight distance before crossing or turning onto Lenape-Unionville Road. The improvements are planned to be completed by end of fall 2022.
Recently the department received concerns from residents requesting a multi-way stop at the intersection of Lenape Unionville Road and Locust Grove Road. All multi-way stop requests need to be submitted by the municipality, in this case Pocopson Township. To date, the department has not received a multi-way stop request from Pocopson Township. If the township would like to pursue a multi-way stop at the intersection, the township will need to formally submit a written request to the department. The department will then complete a study to determine if the intersection meets warrants for a multi-way stop.
