Millions of motorists and LTO clients have paid a ₱169.06 computer fee for years.
Yet questions remain about the legal authority behind the continued operation of the STRADCOM-related LTO IT system and the collection of these fees after the expiration of the original BOO Agreement on February 10, 2013.
We are calling for immediate government action:
- Conduct a full legal and financial investigation.
- Suspend the collection of the questioned computer fee pending review.
- Protect funds already collected.
- Determine the total amount collected.
- Refund the public if the collections are found unlawful.
The government must answer the Filipino people.
If the collection was lawful, show us the legal basis.
If it was unlawful, return the money.
