If your twitter or facebook accounts were close, you meet this requirement, if YouTube or Patreon embezzled any of your earnings, you meet this limit, they cannot close accounts on people, it's a civil infraction and a crime. These websites have violated too many people without out consequence cannot continue. People need to come up w/ filing fee & fee to have complaint served.
