Even thought our tiny grope has tried it as our first campaign on the internet, it has got 965 petitioners so far, not only from Japan but from abroad also. We are very encouraged with lots of comments you gave, too. Thank you for your corporation so much. 国内メディアの多くが、Covid-19の拡大を警戒する中でも、国内の外国籍住人にとって出国と再入国が必要であるとする論調に立ったことが大きな成果です。残念ながら、ことさら外国人をターゲットに出入国を制限し、それを「水際作戦」と呼ぶことが勇ましいことだとする見解は政府に残っているようです。それでも、9月より政府は国内定住者については制限を大幅に緩和しました。再入国時に課せられた出国前のPCR検査の問題が、どのような効果をもたらすか、なお注視しなければなりませんが、あとは日本を含めた諸国での出国前検査へのアクセスをいかに確保できるかという課題に移行させるところまでは来たと思われます。 The big gain of this campaign is most of mass media in Japanese have been trying to show their understanding on the needs for foreign residents to leave-and-reentry even if it’s under the threat of spreading Covid-19, Actually a school who loves the defense measures on the boundaries which target foreigners only remains in the middle of the government yet. But Japanese government lifted most of the restriction on the reentry of foreign resident by this September. It can be said that this easing throws the burden to the prevention system like PRC check before the boarding in each country. Some say that the burden of a pre-boarding check would mean another powerful restriction, others say that it should be universal standard to revitalize international transfers again.
