2026年7月10日、岩手県滝沢市にて、ハムスター20匹以上を殺害し、その様子を動画撮影して非公開アカウントにて投稿していた男女2名が逮捕されました。
加害者の1名は県立高校の職員でした。
また、報道ではハムスターのみとされていますが、他にも多くの生き物が殺されていたようです。
保護団体ハムメディアの情報によれば、今回の木村元紀被告は 「クラッシュ動画」と呼ばれる動画を撮影し投稿していました。
クラッシュ動画とは、女性が何かを踏み潰す様子を“娯楽目的で視聴するため”に作られる動画で、その中には動物を踏み潰す「アニマルクラッシュ」が含まれます。
海外では、子犬や子猫、ウサギやネズミなどを踏み潰す動画を撮影・販売する者がおり、法規制が強化されています。
一方で日本でもアニマルクラッシュ動画が流通しており、 収益化を目的としているとみられる事例が存在します。
私はこれまで、ハムスターや他の動物が虐待され、その様子を動画として投稿される事例を何度も目にしてきました。
YouTubeなどに通報しても、アカウントが一時的に凍結されるだけで、加害者はまた頃合いを見て復活する。小さな命が「娯楽」として扱われ、苦しめられ、殺され、その映像が公開される。そうした現実と向き合うたびに、胸が締めつけられるような痛みと、強い無力感・悔しさを抱えてきました。
そんな中で今回、ハムスター20匹超（報道されていない他の生物も含む）を虐殺し、その様子を動画投稿していた人物が逮捕されました。
今回の事件は「ただの一件」ではありません。
虐待動画を投稿している者たちへの抑止力になり、再発防止につながるような刑でなければ意味がない——私はそう強く思っています。
今回の加害者は、動物愛護法違反の疑いで逮捕されています。
動物虐待動画は以前から繰り返されてきましたが、通報してもアカウント凍結だけで、実質的な罰がなく、例え逮捕されても動物愛護法の量刑が軽いため、十分な抑止力になっていません。
その結果、再犯や模倣犯が出やすい構造が続いています。
今回の加害者に対し、適切な刑事処罰（厳罰）を科すことを強く求めます。
執行猶予や罰金で終わらせないこと。
再発防止・抑止力になる量刑を求めること。
小動物の命を軽視する行為に対して、社会として明確なNOを示すことが必要です。
動物虐待はエスカレートする傾向があります。
そして動画投稿は「公開の場での加害行為」であり、悪質性が極めて高いものです。
今回の事件は、虐待動画投稿という文化にブレーキをかけられる大きなチャンスです。
ここで厳罰が科されれば、同様の行為を行う者たちへの強い抑止力になります。
この署名は、不起訴を防ぐために検察へ、起訴後の量刑判断のために裁判所へ提出する予定です。
また、必要に応じて行政・環境省にも提出し、再発防止策の強化を求めます。

On July 10, 2026, in Takizawa City, Iwate Prefecture, Japan, two individuals—a man and a woman—were arrested for killing more than 20 hamsters and filming the acts, then posting the videos on a private social media account.
One of the offenders was a staff member at a prefectural high school.
Although media reports mention only hamsters, it appears that many other animals were also killed.
According to information provided by the animal protection organization Ham Media, Motoki Kimura and other offenders had been filming and uploading what are known as “crush videos.”
Crush videos are created for the purpose of entertainment, depicting women stepping on and crushing various objects. Among them are animal crush videos, in which animals are intentionally crushed. Overseas, there have been cases where individuals film and sell videos of puppies, kittens, rabbits, or rodents being crushed, leading to strengthened legal regulations.
In Japan as well, animal crush videos are circulating, and there are cases believed to be produced for the purpose of monetization.
I have seen countless cases where hamsters and other small animals were abused, filmed, and posted online. Even when such videos are reported to platforms like YouTube, the accounts are only temporarily suspended, and the offenders eventually return. Small lives are treated as “entertainment,” made to suffer, killed, and displayed publicly. Each time I witness this reality, I feel a crushing pain, deep helplessness, and overwhelming frustration.
In this case, the offender who killed over 20 hamsters (and other animals not reported in the news) and posted the footage online has finally been arrested.
This incident is not “just one case.”
Unless the punishment serves as a deterrent and prevents future abuse, nothing will change. I strongly believe this.
The offenders were arrested on suspicion of violating Japan’s Animal Welfare Act. Animal abuse videos have been repeatedly posted online for years, yet reporting them results only in temporary account suspensions. Even when arrests occur, the penalties under the Animal Welfare Act are too light to serve as an effective deterrent.
As a result, repeat offenses and copycat crimes continue to occur.
I strongly urge that the offenders receive an appropriate criminal penalty—one that is strict and meaningful. This must not end with a suspended sentence or a fine. We need a sentence that prevents recurrence and acts as a deterrent. Society must clearly say “NO” to the act of devaluing the lives of small animals.
Animal abuse tends to escalate. Posting abuse videos is an act of violence committed in a public space, and its maliciousness is extremely high.
This case is a crucial opportunity to put a stop to the culture of posting animal abuse videos. If strict punishment is imposed here, it will serve as a powerful deterrent to others who might commit similar acts.
This petition will be submitted to the prosecutors to prevent a non-prosecution decision, and to the court after indictment to influence sentencing. If necessary, it will also be submitted to administrative bodies and the Ministry of the Environment to urge stronger measures for preventing recurrence.
