We respectfully urge the Government of India to recognize Lingayat Dharma as an independent religion, acknowledging its distinct religious identity, philosophy, traditions, and centuries-old spiritual heritage.

Founded by Jagajyoti Basavanna in the 12th century, Lingayat Dharma is based on the principles of equality, human dignity, Kayaka (dignity of labour), Dasoha (selfless service), social justice, spiritual freedom, and the rejection of caste-based discrimination. The practice of Ishtalinga worship, the teachings of the Sharanas, and the rich legacy of Vachana literature form the unique foundation of Lingayat Dharma.

 

For generations, millions of Lingayats have identified themselves with Lingayat Dharma as a distinct faith tradition. Recognizing its unique religious and philosophical identity, the committee headed by Justice H. N. Nagamohan Das examined the issue in detail and submitted its findings to the Government of Karnataka.

Based on the committee's report, the Karnataka State Cabinet, in March 2018, recommended separate religious recognition for Lingayat Dharma and forwarded the proposal to the Government of India for consideration. Despite this recommendation, the matter remains unresolved.

The Constitution of India guarantees freedom of religion and safeguards the rights of minorities under Articles 25, 26, 29, and 30. Constitutional discussions, including those associated with Justice M. N. Venkatachaliah, have emphasized the importance of protecting communities with distinct religious, cultural, and spiritual identities. The Supreme Court of India has also consistently upheld the constitutional rights of religious and linguistic minorities.

This request is not directed against any religion, community, or belief system. It is a peaceful, democratic, and constitutional appeal seeking recognition of a unique religious identity and heritage.

We therefore request the Government of India to undertake a fair and comprehensive examination of the historical, philosophical, and religious distinctiveness of Lingayat Dharma and to take an appropriate constitutional decision regarding its recognition as an independent religion.

ಲಿಂಗಾಯತ ಧರ್ಮದ ವಿಶಿಷ್ಟ ಧಾರ್ಮಿಕ ಅಸ್ತಿತ್ವ, ತತ್ವಶಾಸ್ತ್ರ, ಸಂಪ್ರದಾಯಗಳು ಹಾಗೂ ಶತಮಾನಗಳ ಆಧ್ಯಾತ್ಮಿಕ ಪರಂಪರೆಯನ್ನು ಪರಿಗಣಿಸಿ, ಲಿಂಗಾಯತ ಧರ್ಮವನ್ನು ಸ್ವತಂತ್ರ ಧರ್ಮವಾಗಿ ಮಾನ್ಯತೆ ನೀಡುವಂತೆ ನಾವು ಭಾರತ ಸರ್ಕಾರವನ್ನು ಗೌರವಪೂರ್ವಕವಾಗಿ ಆಗ್ರಹಿಸುತ್ತೇವೆ.

 

೧೨ನೇ ಶತಮಾನದಲ್ಲಿ ಜಗಜ್ಯೋತಿ ಬಸವಣ್ಣನವರು ಸ್ಥಾಪಿಸಿದ ಲಿಂಗಾಯತ ಧರ್ಮವು ಸಮಾನತೆ, ಮಾನವೀಯ ಘನತೆ, ಕಾಯಕ, ದಾಸೋಹ, ಸಾಮಾಜಿಕ ನ್ಯಾಯ, ಆಧ್ಯಾತ್ಮಿಕ ಸ್ವಾತಂತ್ರ್ಯ ಹಾಗೂ ಜಾತಿ ಆಧಾರಿತ ತಾರತಮ್ಯದ ನಿರಾಕರಣೆಯ ತತ್ವಗಳ ಮೇಲೆ ನೆಲೆಗೊಂಡಿದೆ. ಇಷ್ಟಲಿಂಗ ಆರಾಧನೆ, ಶರಣರ ಚಿಂತನೆಗಳು ಹಾಗೂ ವಚನ ಸಾಹಿತ್ಯದ ಮಹತ್ತರ ಪರಂಪರೆ ಲಿಂಗಾಯತ ಧರ್ಮದ ವಿಶಿಷ್ಟ ಅಡಿಪಾಯಗಳಾಗಿವೆ.

 

ಲಕ್ಷಾಂತರ ಲಿಂಗಾಯತರು ತಮ್ಮನ್ನು ಲಿಂಗಾಯತ ಧರ್ಮದ ಅನುಯಾಯಿಗಳೆಂದು ಗುರುತಿಸಿಕೊಳ್ಳುತ್ತಿದ್ದು, ಇದನ್ನು ಪ್ರತ್ಯೇಕ ಧಾರ್ಮಿಕ ಪರಂಪರೆಯಾಗಿ ಪರಿಗಣಿಸುತ್ತಾರೆ. ಈ ವಿಶಿಷ್ಟ ಧಾರ್ಮಿಕ ಹಾಗೂ ತಾತ್ವಿಕ ಅಸ್ತಿತ್ವವನ್ನು ಅಧ್ಯಯನ ಮಾಡಲು ರಚಿಸಲಾದ ನ್ಯಾಯಮೂರ್ತಿ ಹೆಚ್. ಎನ್. ನಾಗಮೋಹನ ದಾಸ್ ಸಮಿತಿಯು ಸಮಗ್ರ ಪರಿಶೀಲನೆ ನಡೆಸಿ ತನ್ನ ವರದಿಯನ್ನು ಕರ್ನಾಟಕ ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿತು.

 

ಈ ವರದಿಯ ಆಧಾರದ ಮೇಲೆ ಕರ್ನಾಟಕ ಸಚಿವ ಸಂಪುಟವು 2018ರ ಮಾರ್ಚ್ ತಿಂಗಳಲ್ಲಿ ಲಿಂಗಾಯತ ಧರ್ಮಕ್ಕೆ ಪ್ರತ್ಯೇಕ ಧಾರ್ಮಿಕ ಮಾನ್ಯತೆ ನೀಡುವಂತೆ ಶಿಫಾರಸು ಮಾಡಿ ಭಾರತ ಸರ್ಕಾರಕ್ಕೆ ಕಳುಹಿಸಿತು. ಆದರೆ ಈ ವಿಷಯ ಇಂದಿಗೂ ಅಂತಿಮ ನಿರ್ಧಾರಕ್ಕಾಗಿ ಬಾಕಿಯಾಗಿದೆ.

 

ಭಾರತ ಸಂವಿಧಾನದ 25, 26, 29 ಮತ್ತು 30ನೇ ವಿಧಿಗಳು ಧಾರ್ಮಿಕ ಸ್ವಾತಂತ್ರ್ಯ ಹಾಗೂ ಅಲ್ಪಸಂಖ್ಯಾತರ ಹಕ್ಕುಗಳನ್ನು ರಕ್ಷಿಸುತ್ತವೆ. ನ್ಯಾಯಮೂರ್ತಿ ಎಂ. ಎನ್. ವೆಂಕಟಚಲಯ್ಯ ಅವರ ಅಧ್ಯಕ್ಷತೆಯ ಸಂವಿಧಾನ ಪರಿಶೀಲನಾ ಚರ್ಚೆಗಳು ಸೇರಿದಂತೆ ಹಲವು ಸಂವಿಧಾನಾತ್ಮಕ ಅಭಿಪ್ರಾಯಗಳು, ವಿಶಿಷ್ಟ ಧಾರ್ಮಿಕ, ಸಾಂಸ್ಕೃತಿಕ ಮತ್ತು ಆಧ್ಯಾತ್ಮಿಕ ಅಸ್ತಿತ್ವವನ್ನು ಹೊಂದಿರುವ ಸಮುದಾಯಗಳ ಹಕ್ಕುಗಳನ್ನು ಸಂರಕ್ಷಿಸುವ ಅಗತ್ಯವನ್ನು ಒತ್ತಿಹೇಳಿವೆ. ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಕೂಡ ಅಲ್ಪಸಂಖ್ಯಾತರ ಸಾಂಸ್ಕೃತಿಕ ಹಾಗೂ ಧಾರ್ಮಿಕ ಹಕ್ಕುಗಳನ್ನು ಅನೇಕ ಬಾರಿ ಎತ್ತಿಹಿಡಿದಿದೆ.

 

ನಮ್ಮ ಈ ಮನವಿಯು ಯಾವುದೇ ಧರ್ಮ, ಸಮುದಾಯ ಅಥವಾ ನಂಬಿಕೆಯ ವಿರುದ್ಧವಲ್ಲ. ಇದು ಲಿಂಗಾಯತ ಧರ್ಮದ ವಿಶಿಷ್ಟ ಧಾರ್ಮಿಕ ಅಸ್ತಿತ್ವ ಮತ್ತು ಪರಂಪರೆಗೆ ಸಂವಿಧಾನಾತ್ಮಕ ಮಾನ್ಯತೆ ದೊರೆಯಬೇಕೆಂಬ ಶಾಂತಿಯುತ, ಪ್ರಜಾಸತ್ತಾತ್ಮಕ ಹಾಗೂ ನ್ಯಾಯಸಮ್ಮತ ಮನವಿಯಾಗಿದೆ.

 

ಆದ್ದರಿಂದ, ಲಿಂಗಾಯತ ಧರ್ಮದ ಐತಿಹಾಸಿಕ, ತಾತ್ವಿಕ ಹಾಗೂ ಧಾರ್ಮಿಕ ವಿಶಿಷ್ಟತೆ, ನ್ಯಾಯಮೂರ್ತಿ ನಾಗಮೋಹನ ದಾಸ್ ಸಮಿತಿಯ ವರದಿ ಹಾಗೂ ಕರ್ನಾಟಕ ಸಚಿವ ಸಂಪುಟದ ಶಿಫಾರಸನ್ನು ಪರಿಗಣಿಸಿ, ಲಿಂಗಾಯತ ಧರ್ಮವನ್ನು ಸ್ವತಂತ್ರ ಧರ್ಮವಾಗಿ ಮಾನ್ಯತೆ ನೀಡುವ ಕುರಿತು ಸೂಕ್ತ ಸಂವಿಧಾನಾತ್ಮಕ ನಿರ್ಧಾರ ಕೈಗೊಳ್ಳುವಂತೆ ಭಾರತ ಸರ್ಕಾರವನ್ನು ನಾವು ವಿನಮ್ರವಾಗಿ ಕೋರುತ್ತೇವೆ.
