उत्तराखंड के पौड़ी गढ़वाल जिले का बिरगणा गाँव तेंदुए (गुलदार) के बढ़ते और डरावने खतरे का सामना कर रहा है।
पिछले एक साल से, एक तेंदुआ बार-बार हमारे गाँव के आस-पास आ रहा है और पालतू जानवरों पर हमला करके उन्हें मार रहा है। स्थिति अब इतनी गंभीर हो गई है कि यह जानवर रात को लगभग 8:00 बजे ही गाँव में घुसने लगा है, जबकि लोग अभी भी जागे हुए होते हैं और बाहर घूम-फिर रहे होते हैं।
बार-बार हुए हमलों में ये शामिल हैं:
1 खच्चर मारा गया
3 कुत्ते मारे गए
2 गायें मारी गईं
अप्रैल 2026 में एक कुत्ता मारा गया
मई 2026 में एक और कुत्ते पर हमला हुआ
20 अगस्त 2026 को एक और कुत्ता मारा गया
27 अगस्त 2026 को, लगभग रात 8:00 बजे, तेंदुआ फिर से आया और एक और कुत्ते को पकड़ लिया।
अच्छी बात यह रही कि 27 अगस्त को एक व्यक्ति ने हमला देखा और शोर मचाया। तेंदुआ भाग गया, लेकिन कुत्ता घायल हो गया।
यह हालिया घटना इसलिए भी बहुत चिंताजनक है क्योंकि इससे पता चलता है कि तेंदुआ शाम के समय गाँव के रिहायशी इलाके में आने में ज़्यादा सहज महसूस कर रहा है, जब निवासी अभी भी जागे हुए होते हैं और अपने घरों के बाहर होते हैं।
अब यह बहुत बड़ा डर है कि जानवर वापस आएगा।
बिरगणा पहाड़ों पर बसा एक संवेदनशील गाँव है। गढ़वाल की पहाड़ियों के कई गाँवों की तरह, बिरगणा में भी बड़े पैमाने पर पलायन हुआ है। गाँव की आबादी काफी कम हो गई है, और कई युवा अब दूसरे शहरों में रहते हैं या काम करते हैं।
गाँव में बचे लोगों में से बड़ी संख्या बुजुर्गों की है।
इससे स्थिति और भी खतरनाक हो जाती है।
क्या होगा अगर तेंदुए का सामना किसी ऐसे बुजुर्ग ग्रामीण से हो जाए जो अंधेरा होने के बाद बाहर घूम रहा हो?
क्या होगा अगर तेंदुआ किसी बच्चे पर हमला कर दे?
हमें इन सवालों के सच होने का इंतज़ार नहीं करना चाहिए। तेंदुए का बार-बार गाँव में आना और अब रात के करीब 8 बजे दिखाई देना, इसे सिर्फ़ जंगली जानवर के अचानक दिख जाने की सामान्य घटना नहीं माना जाना चाहिए।
यह इंसानों और जंगली जानवरों के बीच बढ़ता हुआ टकराव है, जिसमें इंसानों पर हमले का गंभीर खतरा है।
हम जंगली जानवरों को बेवजह नुकसान पहुँचाने की बात नहीं कर रहे हैं।
हम समझते हैं और इस बात का सम्मान करते हैं कि तेंदुआ एक संरक्षित जंगली जानवर है और वन्यजीव संरक्षण ज़रूरी है।
हमारी माँग है कि उत्तराखंड वन विभाग तुरंत, कानूनी और वैज्ञानिक रूप से सही कदम उठाए, ताकि इस स्थिति के कारण किसी इंसान की जान न जाए।
अधिकारियों को ठोस कदम उठाने के लिए किसी इंसान पर हमले का इंतज़ार नहीं करना चाहिए।
हम उत्तराखंड सरकार और वन विभाग से तुरंत ये कदम उठाने का अनुरोध करते हैं:
- पौड़ी गढ़वाल के बिरगणा गाँव में बार-बार हो रहे तेंदुए के हमलों का तुरंत संज्ञान लें;
- हालात का जायजा लेने और तेंदुए की गतिविधियों पर नज़र रखने के लिए बिना देरी किए वन विभाग के वन्यजीव कर्मचारियों को गाँव में तैनात करें।
- बार-बार हो रहे हमलों के लिए ज़िम्मेदार तेंदुए की पहचान करने के लिए कैमरा ट्रैप लगाएँ और उसकी सही तरीके से ट्रैकिंग/निगरानी करें। गाँव के निवासियों, खासकर वहाँ रहने वाले बुज़ुर्गों की सुरक्षा के लिए तुरंत बचाव के उपाय करें।
- तेंदुए को पकड़कर किसी उपयुक्त जगह पर भेजें, या फिर जानवर की स्थिति और लागू वन्यजीव नियमों के आधार पर सक्षम वन्यजीव अधिकारियों द्वारा तय की गई कोई अन्य कानूनी कार्रवाई करें।
- एक rapid-response mechanism बनाएँ ताकि अगर तेंदुआ दोबारा दिखे तो निवासी तुरंत वन विभाग के कर्मचारियों से संपर्क कर सकें।
अधिकारियों के पास अभी दखल देने का मौका है, क्योंकि बार-बार हमले होने का पैटर्न साफ तौर पर सामने आ चुका है। इसलिए हम उत्तराखंड के माननीय मुख्यमंत्री, वन विभाग, मुख्य वन्यजीव वार्डन, प्रभागीय वन अधिकारी (पौड़ी गढ़वाल) और ज़िला प्रशासन से अनुरोध करते हैं कि वे तुरंत दखल दें और बिरगणा के निवासियों की सुरक्षा करें। कृपया किसी इंसान पर अगला हमला होने से पहले ही कार्रवाई करें

We need immediate intervention before a human life is lost.
Birgana village in Pauri Garhwal district, Uttarakhand, is facing an increasingly serious and frightening leopard (guldaar) threat.
Over the past year, a leopard has repeatedly entered and remained in the vicinity of our village, attacking and killing domestic animals. The situation has now escalated to the point where the animal is entering the village as early as around 8:00 PM, while people are still awake and moving around.
The repeated attacks include:
1 mule killed
3 dogs killed
2 cows killed
A dog was killed in April 2026
Another dog was attacked in May 2026
Another dog was killed on 20 August 2026
On 27 August 2026, at approximately 8:00 PM, the leopard returned yet again and caught another dog.
Fortunately, on 27 August, a person saw the attack and raised an alarm. The leopard fled, but the dog was injured.
This latest incident is particularly alarming because it demonstrates that the leopard is becoming increasingly comfortable approaching the inhabited area of the village during the evening, when residents are still awake and outside their homes.
There is now a very real fear that the animal will return.
Birgana is a vulnerable hill village.
Like many villages in the Garhwal hills, Birgana has experienced significant migration. The village population has reduced considerably, and many younger people now live or work in other cities.
A significant number of the people who remain in the village are elderly residents.
This makes the situation particularly dangerous.
What happens if the next person who encounters the leopard is an elderly villager walking outside after dark?
What happens if the leopard attacks a child?
We should not have to wait for those questions to become reality.
The fact that the leopard has already repeatedly entered the village and is now appearing around 8 PM should not be treated as an isolated wildlife sighting.
This is a developing human-wildlife conflict with a credible risk of a human attack.
We are not asking for unnecessary harm to wildlife.
We understand and respect that the leopard is a protected wild animal and that wildlife conservation is important.
Our demand is for immediate, lawful and scientifically appropriate intervention by the Uttarakhand Forest Department before this situation results in the loss of human life.
The authorities must not wait for a person to be attacked before taking decisive action.
We urgently request the Government of Uttarakhand and the Forest Department to:
- Immediately take cognisance of the repeated leopard attacks in Birgana village, Pauri Garhwal;
- Deploy Forest Department wildlife personnel to the village without delay to assess the situation and monitor the leopard's movements.
- Install camera traps and conduct appropriate tracking/monitoring to identify the leopard responsible for the repeated attacks.
- Take immediate preventive measures to protect the residents, particularly the elderly people living in the village.
- Capture the leopard and relocate it to an appropriate location, or take such other lawful action as may be warranted by the competent wildlife authorities, based on the assessment of the animal and the applicable wildlife regulations.
- Establish a rapid-response mechanism so that residents can immediately contact Forest Department personnel if the leopard is sighted again.
The authorities have an opportunity to intervene now, while the pattern of repeated attacks has been clearly established.
We therefore request the Hon’ble Chief Minister of Uttarakhand, the Forest Department, the Chief Wildlife Warden, the Divisional Forest Officer, Pauri Garhwal, and the District Administration to urgently intervene and protect the residents of Birgana.
Please act before the next attack is on a human being.
