The Issue
إلى كل ليبي و ليبيه ، وإلى الضمير الإنساني والمنظمات الدولية:
نحن المواطنون في ليبيا، نعلنها صراحة: "بلغ السيلُ الزُّبى".
في الوقت الذي يعاني فيه الشعب من تآكل الرواتب، وانقطاع الخدمات، وغلاء المعيشة، تخرج علينا السلطات بقرار "عبثي" يفرض ضرائب جائرة تصل إلى 40% على أساسيات حياتنا ومستقبل شبابنا.
هذا القرار ليس مجرد إجراء مالي، بل هو "إعدام اقتصادي" للطبقة الكادحة والمتوسطة.
To every free Libyan man and woman, to the global human conscience, and to international organizations:
We, the citizens of Libya, state it clearly: "Enough is enough.
" At a time when our people are suffering from eroding salaries, failing public services, and a skyrocketing cost of living, the authorities have blindsided us with an "absurd" decision.
They are imposing unjust taxes—reaching as high as 40%—on the very essentials of our lives and the future of our youth.
This is not merely a financial measure; it is an "economic execution" of the working and middle classes.
أسباب رفضنا / Why we reject this:
جباية بلا قانون:
هذه الضرائب فُرضت بمراسلات "مبهمة" وتجاوزت التشريعات النافذة، وهي مخالفة صريحة للدستور والقانون المالي للدولة.
Taxation Without Law:
These taxes were imposed through vague administrative correspondences, bypassing existing legislation. This is a flagrant violation of the Libyan Financial Law.

كيف يُطالب المواطن بدفع زيادات هائلة على ملابسه، وأثاث بيته، ومواد بنائه، بينما تظل ميزانيات المسؤولين وسياراتهم الفاخرة تُدفع من عرق هذا الشعب؟
A Policy of "Impoverishing the Poor":
How can a citizen be asked to pay massive increases on clothing, furniture, and construction materials while the budgets of officials continue to be funded by the sweat of the nation?
التدليس الاقتصادي:
الادعاء بأن السلع الأساسية معفاة هو "وهم" فغلاء قطع الغيار والخدمات بنسبة تصل لـ 25% سيؤدي حتماً لرفع سعر رغيف الخبز وكل أساسيات الحياة.
Economic Deception:
The claim that basic commodities are exempt is a mirage.
The 25% tax hike on logistics and spare parts will inevitably drive up the prices of food and daily essentials.
طالبنا غير قابلة لتفاوض
Our non-negotiable demands:
الإلغاء الفوري والنهائي لهذه الجداول والضرائب العشوائية.
The immediate and final annulment of these arbitrary tax schedules.
فتح تحقيق في كيفية صدور هذه القرارات خلف الأبواب المغلقة.
A formal investigation into how these decisions were made behind closed doors.
إلزام مصرف ليبيا المركزي بوقف الجباية خارج إطار القانون المنشور بالجريدة الرسمية.
Compelling the Central Bank to stop collecting fees outside the framework of the Official Gazette.
