The Issue

⚠️ Redmond has installed Flock's AI-powered, mass surveillance, Automated License Plate Reader (ALPR) cameras all across the city!

ALPRs are AI-powered, mass surveillance cameras that capture and analyze images of all passing vehicles, storing details like your car's location, date, and time. They also capture your car's make, model, color, and identifying features such as dents, roof racks, and bumper stickers, turning these into searchable data points!

Even if you’re not suspected of a crime, this data is still collected and stored. That means anyone driving through these areas - residents, commuters, visitors - is being tracked without their knowledge or consent. It creates a detailed map of your private life, where you work, worship, protest, and seek healthcare, and stores it in a massive national database. All without a warrant. Unlike a speed camera, you cannot avoid this dragnet simply by following the law.

Flock claims their devices make us more safe, but there’s no evidence that ALPRs actually reduce crime. In fact, ALPR cameras misidentify plates up to 10% of the time leading to innocent people being subjected to traumatic stops. While Flock’s marketing emphasizes success stories, the company has been unwilling or unable to provide meaningful, independently verified data on long-term effectiveness. Most “successes” involve recovering stolen vehicles or making low-level arrests - not a worthwhile trade for our civil liberties.

Flock is especially dangerous because their ALPR network is nationwide, includes civilian cameras, and is not subject to any oversight. Flock’s is truly a dystopian vision in which any neighborhood camera can be weaponized to track people, wherever they go. They are even using AI to generate police reports if they think our movement patterns are “suspicious”!

Derek Eder of Oak Park, IL wrote a great article about why they voted to cancel their contract and why we should all be asking our elected officials to do the same:

Recently, Oregon Senator Ron Wyden wrote to Flock CEO Garrett Langley closing with:

The allocation of funds to Flock is not only a misuse of resources, but also a move towards supporting authoritarian agendas. It operates under the guise of safety, yet it infringes on our freedom, civil liberties and carries Fourth Amendment liabilities.

We must not fund this private, for-profit, mass surveillance network with our tax dollars.

Join us in demanding that Redmond City Council end the contract with Flock and remove these dystopian devices from our streets !
