The Government of Japan operates under a constitutional monarchy with a parliamentary government structure, often known as "a system of constitutional democracy". Despite the presence of the Emperor as a symbol of national unity, the real powers lie within the legislature, known as the National Diet, which comprises of the House of Representatives and the House of Councillors. The head of government is the Prime Minister, who leads the powerful Cabinet of ministers and is responsible for the execution of laws and administration of the government. Drawing from the post-World War II constitution of 1947, all citizens enjoy fundamental human rights and the sovereign power resides with the people.
