Immigration

New York City is known and touted as the ‘City of Immigrants’ however under my Administration, I will ensure that New York City is known as the ‘City of Americans.’ New York City is located in the State of New York which is located in the Continental United States, and as such, New York City should be known as the city of the country of which it is located.  Additionally no one can name one city that is located in another country and is known as the city of people from other countries.   Every city and state in The United States of America should be known as the city and/or state of Americans.  

Under my Administration, I will ensure that the ratio will be 10:1 as there will be 10 Americans to every 1 immigrant; and each year under my Administration, the ratio will increase.  The selection process of 10:1 will be based on citizenship and/or legal resident status, to include the complete fulfillment of the requirements for the classification of legal resident status.  Preferred priority will be given to physicians, faculty, entrepreneurs and businessmen (brick and mortar only, street vendors do not qualify), men and women of the cloth or Clergymen, and etc. Additionally, family members will be numbered under the 10:1 ratio, as an immigrant family of 10 will match the ratio of 100 Americans. The European Union, Foreign Ambassadors and their families, and International students with student visas and are currentlyenrolled in local colleges and universities are exempt from the 10:1 ratio.

Under my Administration, every immigrant must provide proof of citizenship or legal resident status, in efforts to remain in New York City.  Additionally, I would encourage Mayors of other cities in The United States to do the same.  And in efforts to be granted a ‘grace period’ every immigrant to include Dreamers must have at least filed for citizenship or have obtained legal resident status, and can provide proof of an application as listed as received and pending.  Also, biological males between the ages of 26-65 must be registered for the Draft or Selective Service.  Dreamers who argue that they are here thru no fault of their own will be informed that everyone born of woman, is of parents, are named, birth place, siblings, raised, instructed, home environments and structures, spoken language(s), religion(s), primary and secondary educations, and etc., all thru no fault of their own, and upon reaching the legal age of accountability, they, just like the rest of us, must accept accountability and responsibility.

Moreover, every male or female employee with city government agencies and within the judicial system, as either active or retired who cannot provide proof of either citizenship or legal resident status will be terminated and/or will lose all retirement benefits.  Every male employee with city government agencies and within the judicial systems, as either active or retired who did not register for the Draft or Selective Service, and whose name is not included, even if the male has passed the minimum age requirements to register, or has aged out of the participation of the Selective Service, will be terminated and/or will lose all retirement benefits. This will take time; however, my Administration will trace the records as far back as necessary to include cross references of city and state birth registries, hospital records (every hospital/clinic has records of the births), passports, and etc.  Subsequently, these males and females have systematically and routinely lied on their applications and have falsified federal documents.  

Bearing in mind that New York City is touted as the ‘city of immigrants’ which automatically adds a layer of scrutiny and criticism as to the validity of many of its immigrant employees with city government agencies, and within the judicial system.  And as such, my Administration must include a thorough search thru all records and of everyone either employed or retired with city government agencies and within the judicial system, as either is or was a U.S. citizen or have obtain legal resident status, and is listed on the Selective Service Registry (males); at the time and length of employment; as it is not fair to have a start date and/or end date.  

All remaining immigrants will be encouraged and some required to resume or enroll in immigration classes.  I have observed behaviors stemming from Dreamers, and other illegal immigrants and migrants that are the direct results of the forfeiture of immigration classes, as the concepts of “monkey see - monkey do”  or “when in Rome do as the Romans” was lost on them. Moreover, I have often heard the phrase: “they sell you the dream, but don’t tell you the nightmare.”  I believe that immigration classes will address any disillusions that may exist with dreams and/or nightmares; as immigration classes will help the immigrants to match up any education, training, skills, experience, knowledge, etc., that they possess, or the pursuit of an education, to the dreams that are (allegedly) being sold to them.  Also immigration classes will address misunderstandings, miscommunications, will answer questions and will give lifestyle skills and instructions, to assist with the integration and preparations into American culture and life, and will provide the much needed reality checks.

I liken immigration classes to premarital and marriage counseling – it can only help and it is a necessity.  Immigration classes, much like premarital and marriage counseling will properly prepare each one for the realities and expectations of immigrating or migrating into another country.

NYC Budget

Under my Administration, I will eliminate government waste by instructing a city wide audit of agencies, social services programs, offices, contracts and etc., in efforts to remove ‘fluff’ programs and overstaffed positions.  The city wide audit will begin with The Human Resources Administration which is riddled with government waste; as there are many subcontracts with The Human Resources Administration and with New York City that is a waste of taxpayers’ money.  Examples would be, the social services programs that are located in various residential buildings throughout New York City, temporary hospitalizations of the severally mentally ill instead of permanent housing for the mentally ill who requires permanent inpatient or round the clock supervision (which will pull them off of the streets).  This is turn, will dissolve “mixed bag” housing that houses people in need of inpatient or round the clock supervision with the general community, the consequences of  “mixed bag” housing can be devastating.  Such as, the Holocaust Survivor who lost her life to someone who required permanent inpatient or round the clock supervision, or the mentally ill patient who had to be subdued on the New York City subway by a former US Marine.

The audit will include the mismanagements and misallocations of federal funds that resulted in the assignment of migrant shelters, migrant hotels, and the construction of additional migrant shelters, camps and centers.  These federal funds were specifically delegated for the deportations of Dreamers, and other illegal immigrants and migrants, but instead, they were used to house, feed, make room for, and encourage the influx of illegal immigrants and migrants.

Under my Administration, I will instruct an overhaul, audit and reallocation of all social programs (i.e. rental assistance programs: CityFHEPS, Section 8 and etc.), to ensure that each recipient is directly receiving his/her benefits that will remove any fraud, thefts, mismanagement of funds, and ‘hijackings’ which are all in efforts to control the recipients funds, and where they live. This process will be quick and thorough and simple - with a stroke of a pen.

Taxes and Revenue

Under my administration, and in efforts to encourage business owners and entrepreneurs to open positions and offer opportunities to high school students under the Summer Employment Program, and to offer internships to all college and university students as a requirement for graduation respectively; I pledge to not increase taxes, levy additional taxes, and will propose education tax credits as an incentive.

Under my administration, I will invite, solicit, and encourage the participation of The European Union to New York City, and will request the opportunity to bid and secure contracts that are available on the Single Market.  The Single Market offers at a minimum, hundreds of billions of (dollars) in contracts that are multi years long, and by submitting and securing bids on these contracts on behalf of New York City, this will guarantee an annual influx of revenue.

Jobs and Education

Under my Administration, I will instruct all New York City high schools (public and private) and all local colleges and universities, to include summer work employment programs and internships, as a requirement for high school and college graduations respectively.  

There was a time when every high school student had to complete two summer employment jobs as a requirement to graduate.  Each student had to choose their summer jobs by filling out a form with the city or local businesses, unless they were exempt by reason of current employment.  Each student was required to work the summers after completing their 10th grade and 11th grade years, to include, those who were physically or mentally disabled, as the city or local businesses would find modified employment positions for them.  Additionally, upon graduation, each student will have accumulated two summers of employment as part of their graduation requirements, and most often the students would return to these jobs and continue employment.  During the Summer Employment Programs, many students acquired experience and knowledge and many would even receive apprenticeships and certifications.  Each high school student was paid the current minimum wage without benefits and insurance, as the Summer Employment Program is included in their curriculum as graduation requirements.  These students will replace the loss of Dreamers, and other illegal and migrants jobs in New York City.  

There was a time when every college and university student had to complete the total of one year and the cumulative required number of hours of an internship in the field of their major or minor as a requirement to graduate.  The college student would either seek their own internship or register with their college or university admissions department and have their names, major and minor, and resumes submitted to the city or local businesses for internship positions.  These positions included city and state government, and administrative positions, medical and clinics, courts, law enforcement, social services, businesses, subcontractors, and etc.  Every college or university student was required to complete an internship, unless exempt (with approval) by reason of current employment in the field of their major or minor.

Additionally, upon graduation, each student will have accumulated one year and the cumulative hours of practical and hands on experience in the fields of their study as part of their graduation requirements. And most often, the students would return to these jobs and continue employment.  Each college or university student was paid the current minimum wage unless the positions offered more, and without benefits and insurance, as the internships are included in their curriculum as graduation requirements. These students will replace the loss of Dreamers, and other illegal and migrants jobs in New York City.

Under my Administration, I will submit and secure bids on contracts with The European Union Single Market, that will bring an influx of jobs to New York City. Many of the contracts on the Single Market at a minimum, is in the hundreds of billions of (dollars) and in New York City, there are multiple companies, subcontractors, businesses or organizations, that can fulfill every contract that is available on the Single Market.  Additionally every company, subcontractor or business that offers summer employment or internships to high school students and/or college and university students, will receive priority to bid on the Single Market.  

Infrastructure

Under my Administration, I will require residential buildings that offer low income units to submit applications to receive a grant for hours of labor, to include materials, equipments and supplies with the subcontractors with New York City.  These subcontractors will oversee and include on the job training of the high school students and college and university students, to perform repairs and maintenance and upkeep. Additionally, larger or more complex jobs will be performed by certified carpenters, engineers, electricians, plumbers, technicians, mechanics, etc., with the subcontractors.  

Also, with the aforementioned, I will use no bid contracts and grants for hours of labor with the NYC subcontractors for the updating and modernization of all low income housing, and NYCHA residential buildings, and residential buildings, that offer low income units; to include installing washer/dryer installations (hookups) in each apartment.  In addition to the free air conditioners, New York City will provide free washer/dryer to senior citizens, disabled, and single mothers receiving public assistance.

Insurance companies that wish to participate in the mandatory firearms insurance requirement as detailed under Law Enforcement and Crime Prevention, are required to offer flood insurance policies with low deductibles for all NYC infrastructures (i.e. businesses, city properties, residential buildings and houses, places of worship, and etc.); with premiums starting at $25.00 per month or $300.00 per year for $50,000 coverage, or $50.00 per month or $600.00 per year for $100,000 coverage, and etc.  This creates a win-win for both NYC residents and insurance companies.  New York City residents will have the security of flood insurance in the event of natural disasters, and insurance companies will receive guaranteed revenue.  For example: if 8 million NYC residents purchase flood insurance at $25.00 per month, insurance companies will receive $200 Million in revenue each month or $2.49 Billion each year.

Law Enforcement and Crime Prevention

Under my Administration, Dreamers, and other illegal immigrants and migrants will be prohibited from applying and continuing in the positions of police officers, and other law enforcement positions.  Additionally, every male or female law enforcement officer either active or retired who cannot provide proof of either citizenship or legal resident status will be terminated and/or will lose all retirement benefits.  Every male law enforcement officer either active or retired who did not register for the Selective Service, and whose name is not included, even if the male has passed the minimum age requirements to register, or has aged out of the participation of the Selective Service Registry, will be terminated and/or will lose all pension benefits.  

This will take time; however, my Administration will trace the records as far back as necessary, to include cross references of city and state birth registries, hospital records (every hospital/clinic has records of the births), passports, etc.  Subsequently, these males and females, who swore to uphold the law, have systematically and routinely lied on their applications and have falsified federal documents.

Likewise, every female law enforcement officer will have the pertinent information of all the males who surfaced during her background check located on the Selective Service Registry.  Any males between the ages of 18-65 and whose names and information is not located on the Selective Service Registry, will result in her termination, and/or she will lose all pension benefits as she has failed the ‘moral character’ assessment of her background check.  Every law enforcement officer applicant is required to undergo stringent background checks, and included in the background checks is the moral character assessment.  And as such, there are males who have surfaced during her background check who committed a federal felony for failure to register for the Draft.  These males are or were close enough to her to have an influence and impact upon her moral character.

Bearing in mind that New York City is touted as the ‘City of Immigrants’ which automatically adds a layer of scrutiny and criticism as to the validity of many of its immigrant employees with The New York Police Department.  And as such, my Administration must include a thorough search thru all records and of everyone either employed or retired with The New York Police Department, as either is or was a U.S. citizen or legal resident status, and listed on the Selective Service Registry (males), and/or the males who surfaced during the (females) background checks on their applications, is listed on the Selective Service Registry; and at the time and length of employment, as it is not fair to have a start date and/or end date.  

Under my Administration, I will dismantle the New York City Civilian Complaint Review Board (CCRB), and will transfer all responsibilities of the New York City Civilian Complaint Review Board to The New York City Council.  Additionally, every New York City resident will be instructed to submit and forward all complaints and investigation requests to The New York City Council.  The New York City Council is the lawmaking body of New York City, and as such, it is their responsibility to address, investigate, discipline, and refer cases for prosecution (if applicable) of The New York Police Department, The MTA Police, Port Authority Police and the New York State Police, to the District Attorney’s Office or the Special Prosecutors Office.

Under my Administration, and as a precaution, if Bruen vs. NYPD of Shall Issue remains standing, I will dismantle The New York Police Department License Division and will transfer all approvals, denials, appeals, and background checks evaluations, to The New York City Council.  The New York City Council will review firearms license applications and will ‘sign off’ on the background checks, approvals or denials, and the applicants will appeal to The New York City Council by requesting the opportunity to present and argue their appeals – excluding state and/or federal law of firearms prohibitions.  In turn, this will ensure fairness and unbiased handling of all firearms applications, and will allow the residents of New York City to present and argue their appeals to elected officials.

Under TITLE 18, UNITED STATES CODE, SECTION 922g, the following are federal law as to when persons are prohibited from possessing firearms:

• Anyone under indictment for a crime for which they could be imprisoned for more than one year.

• Anyone convicted of a crime for which they could have been imprisoned for more than one year.

• Anyone who is an unlawful user of marijuana, narcotics or any controlled substance.

• Anyone who has been adjudicated mentally defective or involuntarily committed to a mental institution.

• Anyone dishonorable discharged from the Armed Forces.

• Anyone in the United States illegally.

• Anyone subject to a court order restraining them from harassing, stalking or threatening an intimate partner or child of a partner.

• Anyone convicted of a misdemeanor crime of domestic violence.

And as such, moral character assessments from the general public, tickets from the Transit Adjudication Bureau or traffic violation tickets from The New York Police Department, summonses, New York State DMV Lifetime Abstract, unsubstantiated Red Flags, community opinions and/or oppositions, final wishes, arrests and/or charges that were dismissed, which means that they did not result in any of the aforementioned, and etc., all of which do not fall under federal and/or state law violations, and thus does not have legal standing.  And as such, these cases should not go thru the courts, but instead thru The New York City Council.  The courts, civil and criminal, must adhere to the guidelines as set forth by state or federal law, as the immediate aforementioned do not fall under civil or criminal court proceedings.

Moreover, if Constitutional Carry is granted, The New York Police Department, licensed firearms dealers, and etc., may refer any concerns about individuals possessing firearms who do not fall under the aforementioned federal and/or state law prohibitions, to The New York City Council for further assessments or review.

Under my Administration, I will require all New York City residents who possess firearms and ammunitions either under Bruen vs. NYPD of Shall Issue or Constitutional Carry, to acquire mandatory firearms insurance. The firearms insurance will include mandatory liability and accidental coverage. All New York City residents must show proof of firearms insurance in efforts to purchase and possess firearms. Also, Veterans, to include visitors, tourists, and all out of city residents must have and show proof of firearms insurance in efforts to possess or carry firearms in New York City – insurance companies will offer travelers firearms insurance.  And, unless off duty police officers are covered under the NYPD insurance policy and/or have purchased off duty insurance, all law enforcement officers who wish to carry firearms and ammunitions when off duty will be required to obtain personal firearms insurance.

Additionally, I will require all New York City residents who possess firearms and ammunitions to attend periodical responsible gun ownership classes of approximately 8 hours every six months or 16 hours annually.  These classes will include in-class instructions and shooting range exercises with tests and scores, to ensure that all who possesses firearms and ammunitions are receiving practice and refresher instructions.  Also, I will require insurance companies that offer firearms insurance to keep the premiums to a minimum and affordable and offer premiums rewards for high test scores and shooting scores.

Under my Administration, I will present ideas to the New York City residents, that God has revealed to me, and will most often put these ideas up for a vote.

And lastly, I will perform the day to day duties as required in the function of the Office of the Mayor.

Under my Administration, I will eliminate government waste by instructing a city wide audit of agencies, social services programs, offices, contracts and etc., in efforts to remove ‘fluff’ programs and overstaffed positions.  The city wide audit will begin with The Human Resources Administration which is riddled with government waste; as there are many subcontracts with The Human Resources Administration and with New York City that is a waste of taxpayers’ money.  Examples would be, the social services programs that are located in various residential buildings throughout New York City, temporary hospitalizations of the severally mentally ill instead of permanent housing for the mentally ill who requires permanent inpatient or round the clock supervision (which will pull them off of the streets).  This is turn, will dissolve “mixed bag” housing that houses people in need of inpatient or round the clock supervision with the general community, the consequences of  “mixed bag” housing can be devastating.  Such as, the Holocaust Survivor who lost her life to someone who required permanent inpatient or round the clock supervision, or the mentally ill patient who had to be subdued on the New York City subway by a former US Marine.

The audit will include the mismanagements and misallocations of federal funds that resulted in the assignment of migrant shelters, migrant hotels, and the construction of additional migrant shelters, camps and centers.  These federal funds were specifically delegated for the deportations of Dreamers, and other illegal immigrants and migrants, but instead, they were used to house, feed, make room for, and encourage the influx of illegal immigrants and migrants.

Under my Administration, I will instruct an overhaul, audit and reallocation of all social programs (i.e. rental assistance programs: CityFHEPS, Section 8 and etc.), to ensure that each recipient is directly receiving his/her benefits that will remove any fraud, thefts, mismanagement of funds, and ‘hijackings’ which are all in efforts to control the recipients funds, and where they live. This process will be quick and thorough and simple - with a stroke of a pen.

Taxes and Revenue

Under my administration, and in efforts to encourage business owners and entrepreneurs to open positions and offer opportunities to high school students under the Summer Employment Program, and to offer internships to all college and university students as a requirement for graduation respectively; I pledge to not increase taxes, levy additional taxes, and will propose education tax credits as an incentive.

Under my administration, I will invite, solicit, and encourage the participation of The European Union to New York City, and will request the opportunity to bid and secure contracts that are available on the Single Market.  The Single Market offers at a minimum, hundreds of billions of (dollars) in contracts that are multi years long, and by submitting and securing bids on these contracts on behalf of New York City, this will guarantee an annual influx of revenue.

Jobs and Education

Under my Administration, I will instruct all New York City high schools (public and private) and all local colleges and universities, to include summer work employment programs and internships, as a requirement for high school and college graduations respectively.  

There was a time when every high school student had to complete two summer employment jobs as a requirement to graduate.  Each student had to choose their summer jobs by filling out a form with the city or local businesses, unless they were exempt by reason of current employment.  Each student was required to work the summers after completing their 10th grade and 11th grade years, to include, those who were physically or mentally disabled, as the city or local businesses would find modified employment positions for them.  Additionally, upon graduation, each student will have accumulated two summers of employment as part of their graduation requirements, and most often the students would return to these jobs and continue employment.  During the Summer Employment Programs, many students acquired experience and knowledge and many would even receive apprenticeships and certifications.  Each high school student was paid the current minimum wage without benefits and insurance, as the Summer Employment Program is included in their curriculum as graduation requirements.  These students will replace the loss of Dreamers, and other illegal and migrants jobs in New York City.  

There was a time when every college and university student had to complete the total of one year and the cumulative required number of hours of an internship in the field of their major or minor as a requirement to graduate.  The college student would either seek their own internship or register with their college or university admissions department and have their names, major and minor, and resumes submitted to the city or local businesses for internship positions.  These positions included city and state government, and administrative positions, medical and clinics, courts, law enforcement, social services, businesses, subcontractors, and etc.  Every college or university student was required to complete an internship, unless exempt (with approval) by reason of current employment in the field of their major or minor.

Additionally, upon graduation, each student will have accumulated one year and the cumulative hours of practical and hands on experience in the fields of their study as part of their graduation requirements. And most often, the students would return to these jobs and continue employment.  Each college or university student was paid the current minimum wage unless the positions offered more, and without benefits and insurance, as the internships are included in their curriculum as graduation requirements. These students will replace the loss of Dreamers, and other illegal and migrants jobs in New York City.

Under my Administration, I will submit and secure bids on contracts with The European Union Single Market, that will bring an influx of jobs to New York City. Many of the contracts on the Single Market at a minimum, is in the hundreds of billions of (dollars) and in New York City, there are multiple companies, subcontractors, businesses or organizations, that can fulfill every contract that is available on the Single Market.  Additionally every company, subcontractor or business that offers summer employment or internships to high school students and/or college and university students, will receive priority to bid on the Single Market.  

Infrastructure

Under my Administration, I will require residential buildings that offer low income units to submit applications to receive a grant for hours of labor, to include materials, equipments and supplies with the subcontractors with New York City.  These subcontractors will oversee and include on the job training of the high school students and college and university students, to perform repairs and maintenance and upkeep. Additionally, larger or more complex jobs will be performed by certified carpenters, engineers, electricians, plumbers, technicians, mechanics, etc., with the subcontractors.  

Also, with the aforementioned, I will use no bid contracts and grants for hours of labor with the NYC subcontractors for the updating and modernization of all low income housing, and NYCHA residential buildings, and residential buildings, that offer low income units; to include installing washer/dryer installations (hookups) in each apartment.  In addition to the free air conditioners, New York City will provide free washer/dryer to senior citizens, disabled, and single mothers receiving public assistance.

Insurance companies that wish to participate in the mandatory firearms insurance requirement as detailed under Law Enforcement and Crime Prevention, are required to offer flood insurance policies with low deductibles for all NYC infrastructures (i.e. businesses, city properties, residential buildings and houses, places of worship, and etc.); with premiums starting at $25.00 per month or $300.00 per year for $50,000 coverage, or $50.00 per month or $600.00 per year for $100,000 coverage, and etc.  This creates a win-win for both NYC residents and insurance companies.  New York City residents will have the security of flood insurance in the event of natural disasters, and insurance companies will receive guaranteed revenue.  For example: if 8 million NYC residents purchase flood insurance at $25.00 per month, insurance companies will receive $200 Million in revenue each month or $2.49 Billion each year.

Law Enforcement and Crime Prevention

Under my Administration, Dreamers, and other illegal immigrants and migrants will be prohibited from applying and continuing in the positions of police officers, and other law enforcement positions.  Additionally, every male or female law enforcement officer either active or retired who cannot provide proof of either citizenship or legal resident status will be terminated and/or will lose all retirement benefits.  Every male law enforcement officer either active or retired who did not register for the Selective Service, and whose name is not included, even if the male has passed the minimum age requirements to register, or has aged out of the participation of the Selective Service Registry, will be terminated and/or will lose all pension benefits.  

This will take time; however, my Administration will trace the records as far back as necessary, to include cross references of city and state birth registries, hospital records (every hospital/clinic has records of the births), passports, etc.  Subsequently, these males and females, who swore to uphold the law, have systematically and routinely lied on their applications and have falsified federal documents.

Likewise, every female law enforcement officer will have the pertinent information of all the males who surfaced during her background check located on the Selective Service Registry.  Any males between the ages of 18-65 and whose names and information is not located on the Selective Service Registry, will result in her termination, and/or she will lose all pension benefits as she has failed the ‘moral character’ assessment of her background check.  Every law enforcement officer applicant is required to undergo stringent background checks, and included in the background checks is the moral character assessment.  And as such, there are males who have surfaced during her background check who committed a federal felony for failure to register for the Draft.  These males are or were close enough to her to have an influence and impact upon her moral character.

Bearing in mind that New York City is touted as the ‘City of Immigrants’ which automatically adds a layer of scrutiny and criticism as to the validity of many of its immigrant employees with The New York Police Department.  And as such, my Administration must include a thorough search thru all records and of everyone either employed or retired with The New York Police Department, as either is or was a U.S. citizen or legal resident status, and listed on the Selective Service Registry (males), and/or the males who surfaced during the (females) background checks on their applications, is listed on the Selective Service Registry; and at the time and length of employment, as it is not fair to have a start date and/or end date.  

Under my Administration, I will dismantle the New York City Civilian Complaint Review Board (CCRB), and will transfer all responsibilities of the New York City Civilian Complaint Review Board to The New York City Council.  Additionally, every New York City resident will be instructed to submit and forward all complaints and investigation requests to The New York City Council.  The New York City Council is the lawmaking body of New York City, and as such, it is their responsibility to address, investigate, discipline, and refer cases for prosecution (if applicable) of The New York Police Department, The MTA Police, Port Authority Police and the New York State Police, to the District Attorney’s Office or the Special Prosecutors Office.

Under my Administration, and as a precaution, if Bruen vs. NYPD of Shall Issue remains standing, I will dismantle The New York Police Department License Division and will transfer all approvals, denials, appeals, and background checks evaluations, to The New York City Council.  The New York City Council will review firearms license applications and will ‘sign off’ on the background checks, approvals or denials, and the applicants will appeal to The New York City Council by requesting the opportunity to present and argue their appeals – excluding state and/or federal law of firearms prohibitions.  In turn, this will ensure fairness and unbiased handling of all firearms applications, and will allow the residents of New York City to present and argue their appeals to elected officials.

Under TITLE 18, UNITED STATES CODE, SECTION 922g, the following are federal law as to when persons are prohibited from possessing firearms:

• Anyone under indictment for a crime for which they could be imprisoned for more than one year.

• Anyone convicted of a crime for which they could have been imprisoned for more than one year.

• Anyone who is an unlawful user of marijuana, narcotics or any controlled substance.

• Anyone who has been adjudicated mentally defective or involuntarily committed to a mental institution.

• Anyone dishonorable discharged from the Armed Forces.

• Anyone in the United States illegally.

• Anyone subject to a court order restraining them from harassing, stalking or threatening an intimate partner or child of a partner.

• Anyone convicted of a misdemeanor crime of domestic violence.

And as such, moral character assessments from the general public, tickets from the Transit Adjudication Bureau or traffic violation tickets from The New York Police Department, summonses, New York State DMV Lifetime Abstract, unsubstantiated Red Flags, community opinions and/or oppositions, final wishes, arrests and/or charges that were dismissed, which means that they did not result in any of the aforementioned, and etc., all of which do not fall under federal and/or state law violations, and thus does not have legal standing.  And as such, these cases should not go thru the courts, but instead thru The New York City Council.  The courts, civil and criminal, must adhere to the guidelines as set forth by state or federal law, as the immediate aforementioned do not fall under civil or criminal court proceedings.

Moreover, if Constitutional Carry is granted, The New York Police Department, licensed firearms dealers, and etc., may refer any concerns about individuals possessing firearms who do not fall under the aforementioned federal and/or state law prohibitions, to The New York City Council for further assessments or review.

Under my Administration, I will require all New York City residents who possess firearms and ammunitions either under Bruen vs. NYPD of Shall Issue or Constitutional Carry, to acquire mandatory firearms insurance. The firearms insurance will include mandatory liability and accidental coverage. All New York City residents must show proof of firearms insurance in efforts to purchase and possess firearms. Also, Veterans, to include visitors, tourists, and all out of city residents must have and show proof of firearms insurance in efforts to possess or carry firearms in New York City – insurance companies will offer travelers firearms insurance.  And, unless off duty police officers are covered under the NYPD insurance policy and/or have purchased off duty insurance, all law enforcement officers who wish to carry firearms and ammunitions when off duty will be required to obtain personal firearms insurance.

Additionally, I will require all New York City residents who possess firearms and ammunitions to attend periodical responsible gun ownership classes of approximately 8 hours every six months or 16 hours annually.  These classes will include in-class instructions and shooting range exercises with tests and scores, to ensure that all who possesses firearms and ammunitions are receiving practice and refresher instructions.  Also, I will require insurance companies that offer firearms insurance to keep the premiums to a minimum and affordable and offer premiums rewards for high test scores and shooting scores.

Under my Administration, I will present ideas to the New York City residents, that God has revealed to me, and will most often put these ideas up for a vote.  

And to those who say that the aforementioned should be done now: “you are my kind of people.”

And lastly, I will perform the day to day duties as required in the function of the Office of the Mayor.
