Fair Payment and Protection for Subcontractors on Government Projects

Fair Payment and Protection for Subcontractors on Government Projects
The issue
(PLEASE NOTE DONATIONS GO TO CHANGE.ORG AND NOT THE SFA. I ONLY NEED YOUR SIGNATURE....)
Do you know someone who hasn’t been paid on a government-funded job?
Or someone who felt completely unheard and uncared for after the builder collapsed?
Maybe it was your mate who stayed silent while waiting for months with no answers.
Maybe it was your dad, your sister, your boss — carrying the weight of unpaid invoices,
stressing every day about whether they’ll be re-engaged…
wondering how they’ll pay their team, their rent, or keep the lights on.
Maybe you know someone who has worried about feeding their family or keeping a roof over their children’s heads.
We’ve even heard stories of those who’ve lost their homes entirely.
This isn’t just a “business problem.”
It’s a mental health issue.
It’s a community issue.
It’s a human issue.
Because when subcontractors are left behind, their families feel it,
their employees feel it, and their communities feel it too.
THE PROBLEM:
When builders collapse on public projects — like schools, hospitals, and community facilities — the subcontractors who actually delivered the work are left unpaid, unsupported, and unheard.
Even when funds are still held by the VSBA, local councils, or tied to MP-managed projects, there is no clear path to relief for trades. The government keeps collecting taxes. The builders get paid if work is certified. But the people who installed the roof, cladded the walls, laid the concrete — get nothing.
This has happened again and again across Victoria, and despite government inquiries, nothing has changed.
WHAT WE’RE ASKING FOR:
We call on the Victorian Government, the VSBA, local councils, and MPs who help fund public projects to urgently:
Pay subcontractors who completed work but remain unpaid
Create a Subcontractor Protection Fund, like the Porter Davis model
Enforce a legal mechanism for direct payment when builders collapse
Ensure transparency in re-engagement after builder failure
Hold contractors accountable for false declarations
Reform the unfair risk structure of public projects
Guarantee First Right of Refusal to original trades to complete the job
WHY THIS MATTERS:
This issue goes beyond unpaid invoices.
It’s about mental health, family pressure, community survival, and fairness.
We’ve seen subcontractors go months without pay, with no answers, and no acknowledgement.
They are pushed into stress, silence, and sometimes financial collapse — by the very system they helped build.
DONATIONS GO TO CHANGE.ORG AND NOT THE SFA. I ONLY NEED YOUR SIGNATURE.
SIGN IF YOU BELIEVE:
Subcontractors deserve fair treatment and timely payment
Councils and departments must take accountability
Local MPs should stand up for the tradies in their community
No one should work on public projects and be left behind
WE ARE THE SFA – Subcontractors for Accountability.
We built these public projects.
Now we’re asking for a system that doesn’t break the people who make it possible.
