ADD SELF DEFENSE TO THE P.E. CURRICULUM--Protecting Utah, Alpine School District Students
The Issue
According to the US Department of State. "Throughout the COVID-19 crisis, governments faced the predicament of shifting priorities to focus on growing health and economic concerns, which drew attention and resources away from anti-trafficking efforts."
"...researchers found threat that the killer will be a friend or acquaintance is nearly equal to that of a stranger...In 74 percent of the missing children homicide cases studied, the child murder victim was female and the average age was 11 years old.
"In 44 percent of the cases studied, the victims and killers were strangers, but in 42 percent of the cases, the victims and killers were friends or acquaintances.
"The primary motive for the child abduction killer in the cases studied was sexual assault.
"In 76 percent of the missing children homicide cases studied, the child was dead within three hours of the abduction–and in 88.5 percent of the cases the child was dead within 24 hours." And this is all according to Washington State Child Abduction Murder Research.
More research done by Child Find of America states that 81% were 12 years old or older in non-family cases, 58% were 12 years old or older in stereotypical kidnappings, in 40% of stereotypical kidnappings, the child was killed, in another 4%, the child was not recovered
86% of the perpetrators are male, the abducted children are predominantly female, and nearly half of all victims were sexually assaulted.
According to Federal Bureau of Investigation, the rape rate in Utah has been consistently higher than the U.S. rate. In 2019, the reported rape rate in Utah was significantly higher than the U.S. rate at 56.8 per 100,000 adults, compared to 42.6 per 100,000 adults.
According to Public Health Indicator Based Information System (IBIS-PH), “Sexual violence in Utah is a serious public health problem affecting thousands of residents each year. Studies in Utah suggest that one in six women and one in 25 men experience rape or attempted rape during their lifetime and nearly one in three women will experience some form of sexual violence during their lives.
“Rape is the only violent crime in Utah that is higher than the national average. In a state where other violent crimes, such as homicide, robbery, or aggravated assault, are historically half to three times lower than the national average, this is of concern.
“The costs resulting from sexual violence in 2011 totaled nearly $5 billion, almost $1,700 per Utah resident. The Utah state government spent more than $92 million on people known to have perpetrated sexual violence. Only $569,000 was spent on efforts to prevent sexual violence. More needs to be done to prevent sexual violence in our communities.”
In summery of the above statistics, the rape rate in Utah is higher than the national average. All of this information also informs us that not only do most stranger abductions almost always lead to the victim being murdered, but that the average age is 12 and older.
This age range rests solely on Junior Highs and High Schools. his petition will change the P.E. curriculum to include basic self defense methods for youth, as well as situational education for these types of circumstances. It is our duty to protect future generations from this harmful, growing narrative.
I am a high school student, and I have noticed the lack of support for student safety as well as parent solace in these matters. Don't continue this trend!
