Support an Abeyance Against Industrial Wind Development in Union County, IA

The Issue

Background Information: Invenergy is pursuing a sizeable industrial wind project to be placed across Union and Adams Counties and is currently trying to secure contracts with local landowners. This proposed project would span from west of Arispe (Union County) to the eastern border of Corning (Adams County), with its southern border at the county line and northern border immediately south of the Creston city limits (Union County). It would include Douglas, Highland, Grant and Platte Townships in Union County alone. 

It should be noted that placing industrial wind turbines south and west of Creston poses a threat to our annual Balloon Days festival and gives rise to other concerns being voiced by our local landowners and residents. Given that the previous abeyance enacted in July 2020 has expired, we are requesting a new abeyance to be enacted for Union County. This abeyance would temporarily pause the approval of any new wind permits submitted to the Board of Supervisors (BOS) by an energy company, thus allowing time for the BOS to evaluate the project and our current industrial wind ordinance to determine if any amendments are necessary within the ordinance. This may include, but not limited to, setbacks for non-participating properties.

 

Petition request: As residents and/or landowners of Union County, Iowa, we are requesting a two-year abeyance be put in place immediately on all industrial wind power projects at any stage of planning and development within Union County, IA. We are making these requests to the Union County Board of Supervisors based on the following:

1.      The citizens of Union County are requesting a two-year abeyance to allow ample time for the Board of Supervisors (BOS) to meet and hear from the public regarding our concerns, especially as the BOS will be giving full attention to the budget at the beginning of the year and will not be able to adequately address this issue until the full budget is approved.

2.      The citizens of Union County have new evidence to present and request time to properly present it to the BOS and for them to evaluate how to proceed given the new findings and public responses.

3.      In light of Invenergy actively pursuing another industrial wind project in Union County, it is imperative to allow a sufficient time period for both the public to evaluate and publicly address this issue, as well as the BOS to assess all new information presented by the public and ordinances reviewed/amended before any additional industrial wind projects are approved.
