PROTECT PACIFIC GROVE’S SCENIC COASTAL OPEN SPACE
The Issue
We, the undersigned residents of and visitors to the City of Pacific Grove in California support protection of 1352 Lighthouse Avenue as a historically significant property in an environmentally sensitive and highly scenic area in the Coastal Zone; and we strongly oppose re-zoning the property and changing the land use to build housing. Therefore, we specifically request the Pacific Grove City Council to remove the property at 1352 Lighthouse Avenue from the proposed housing inventory list.
The “DRAFT City of Pacific Grove 2023-2031 Housing Element Update” plan (https://files.cityofpacificgrove.org/Pacific%20Grove%202023%E2%80%932031%20Housing%20Element%20Update_with%20Appendices.pdf ) proposes to change the land use designation, policies, and zoning ordinance for the property at 1352 Lighthouse Avenue, including extensive sand dune habitat and the 5,875 Sq. Ft. NOAA Building on 186,437 Sq. Ft. (4.28 +/- acres) parcel of land, to be High-Density Residential Zoning District R-4.
- The Local Coastal Plan designates the property as an Environmentally Sensitive Habitat Area and in a Highly Scenic Area as Open Space-Institutional (OS-I).
LCP Land Use Policy: “LUD-11. Allowed uses for Coastal Zone areas designated OS-I:
d. Lighthouse Reservation: existing coastal-related institutional and military structures, low-intensity coastal-related recreation, and public recreational access compatible with protection of designated natural and biotic resources, including Crespi Pond, sand dunes and existing stands of Monterey pines.” (LUP, pages 79 & 80) - The property is in an Archaeologically Sensitive Area containing multiple, designated archaeological sites.
- The building is considered to be historically significant, and the City Council approved preparation of a Request for Proposals for a historical consultant in response to the Historic Resource Committee’s unanimous vote to initiate listing on the Historic Resources Inventory and Planning Commission’s request to Council to prepare a Phase I Historical report.
WE STRONGLY URGE the Pacific Grove City Council to REMOVE the property at 1352 Lighthouse Avenue from the proposed Housing Site Inventory to preserve Pacific Grove’s scenic coastal open space, including its cultural and natural resources.
