به استحضار می رساند، در تاریخ نهم اردیبهشت ۱۴٠٠ ، آقای منوچهر بختیاری در منزل خود بازداشت و به مکان نامعلوم برده شده است. این بازداشت براساس قوانین و مقررات جاری و مفاد میثاق بین المللی مدنی _ سیاسی، مصداق دستگیری خودسرانه و ادم ربایی است. بازداشت همراه با ضرب و شتم و توهین و هتک حرمت و خشونت عریان در مقابل خانواده و همسایگان و بدون ارائه دستور قضایی بوده است. آقای بختیاری پس از بازداشت به مکان نامعلوم برده شده و حتی امکان تماس تلفنی یا ملاقات با خانواده را ندارد. وکیل و خانواده از اتهام ایشان بی اطلاع می باشند.
منوچهر بختیاری پدر یکی از کشته شدگان اعتراضات خیابانی و مردمی ایران در آبان ماه سال ۹۸ علیه سیاست های حکومت بود که با شلیک مستقیم نیروهای امنیتی _ نظامی جان خود را از دست داد. آقای بختیاری دادخواه کشته شدن فرزندش پویا بختیاری و بی عدالتی و ظلم است. اما تا کنون ۳ بار در تاریخ های دوم دی سال ۹۸ و تیر ماه سال ۹۹ و نهم اردیبهشت ۱۴٠٠ بازداشت شده و بار اول به مدت ۳۲ روز و بار دوم به مدت ۶ ماه در سلول انفرادی که مصداق بارز شکنجه و امری غیر قانونی است، نگهداری شده است. ما امضاکنندگان این نامه ضمن اعتراض شدید به بازداشت غیر قانونی و خشونت آمیز و خود سرانه ایشان، بی خبری خانواده، عدم دسترسی به وکیل، نگهداری در مکان نامعلوم، خواهان آزادی بی قید و شرط آقای منوچهر بختیاری هستیم و از آن مقام محترم خواهان رسیدگی به وضعیت ایشان می باشیم.

Re: Arbitrary arrest of Mr Manouchehr Bakhtiari
 
 
Dear Commissioner Bachelet,
 
It is reported that on 29 April 2021, Mr. Manouchehr Bakhtiari was arrested at his home and taken to an unknown location. This detention, in accordance with the current laws and regulations and the provisions of the International Covenant on Civil and Political Rights, is an example of an arbitrary arrest and abduction. While being arrested, he was beaten, insulted, desecrated, and blatantly violated in front of his family and neighbours without a warrant. Following his arrest, Mr. Bakhtiari was taken to an unknown location and is not allowed to call or have a visit with his family. The lawyer and the family are unaware of the charges against him.
 
Manouchehr Bakhtiari is the father of one of the victims, Pouya Bakhtiari, of the street and popular protests, which took place in November 2019 against government policies. Pouya was directly shot in the head by security-military forces. Mr. Manouchehr Bakhtiari is a litigant for the death of his son and injustice and oppression. However, up until now, he has been arrested three times on 23 December 2019, July 2020 and April 2021. The first time, he was detained for 32 days and the second time for 6 months in solitary confinement, which amount to a clear case of torture and is, therefore, illegal.
 
While strongly protesting against Mr Bakhtiari’s illegal, violent and arbitrary arrest, the intentional keeping of his family in the dark, denial of his access to a lawyer, and his detention in an unknown location, we, the undersigned, call for his unconditional release and urge the esteemed Commissioner to fully investigate his situation.
