In California, our Covid-19 guidelines for schools to physically open is:

"Using health data, schools can physically open when its county has been off the Monitoring List for 14 days and only if they follow strict health and safety requirements like masks and physical distancing." (https://covid19.ca.gov/education/

As of July 22nd, Sacramento county has been on the Monitoring List for 3+ days with 3,197 new cases and 20 new deaths in the last 14 days.

While schools remain closed and function through distanced learning, "after school learning centers" like Kumon have used loopholes in classification to avoid physically closing their centers.

Kumon has historically made it clear that they are NOT a childcare center to avoid having to obtain specific licenses. Therefore the stipulations allowing childcare centers to open with increased safety precautions do not apply to Kumon. Kumon identifies as a "learning center", "educational center", and an "after school math and reading program".  With this wording, Kumon is able to avoid falling into categories of school and childcare and continues to offer in-person learning services with no consequence.

Even with temperature checks, face coverings, and social distancing, California state policy decrees that having children in a classroom is still too great of a risk when the county actively remains on the Monitoring Watchlist. By signing this petition, we propose that "learning centers", "educational centers", and "after school math and reading programs" like Kumon, Mathnasium+, Sylvan Learning, etc. be held to the same standards as schools for in-person learning.

With your support, learning centers such as Kumon will not be allowed to offer in-person sessions so long as their county remains on the Monitoring Watchlist. The challenges of distanced learning are mild when compared to aiding the spread of Covid-19 and endangering vulnerable populations. Opening classrooms in a high-risk county endangers children, their families, and the employees who are forced to facilitate. Please help me hold business owners and corporations responsible for putting their community at risk.
