Law Enforcement procedures in Daytona Beach, Florida MUST change!!!
The Issue
On October 21, 2022, Rodrick Franklin Hutchinson Jr. was practicing riding his brand new scooter on a small two way street outside of his apartment complex in Daytona Beach, Volusia County, Florida. At approximately 3:55 p.m. he was hit by a car. He passed away that night at 11:04 p.m.
Rodrick purchased the scooter that day to get to and from his part time job at Walmart. Rodrick was straight “A” student who absolutely loved band. He was recently accepted into the pre-medicine program at the University of Kansas on a full scholarship.
Rodrick was a calm, quiet, respectful, well mannered, young man with a loving heart. After the Covid pandemic, he made the decision to study to become an Epidemiologist. He wanted to dedicate his life, time, and brilliance to medical research. He wanted to help those suffering from illness and prevent future global pandemics. He wanted to make a difference!!
Unfortunately, his life was cut short and he is gone from this world way too soon. It is also unfortunate, a grieving family has learned the Police Department, cannot be relied upon. Once again!!
Although the City of Daytona Beach Police Department’s mission statement is “To serve and protect the citizens and visitors of Daytona Beach while providing safety and improved quality of life in our communities through excellence in policing”. They have failed to properly investigate the accident and death of Rodrick Franklin Hutchinson Jr.
The responding officer, Sergeant Lissette Deschamps, immediately determined the accident to be Rodrick fault. Although on October 21, 2022 at 3:55 p.m. the sun would have been high in the sky. The driver advised Deschamps, there was a “sun glare” and she didn’t see him. She was allowed to leave the scene driving the vehicle she hit Roderick with. She did not receive a toxicology test nor a ticket. She was allowed to provide her statement and drive away.
Sergeant Deschamps, informed the family she had “no reason to believe” the driver was under the influence of anything. Although edible marijuana and many other narcotics can cause a delayed reaction time but do not have a smell. There is no way to determine anyone is under the influence unless they are screened!!
**It should be noted, toxicology screening was completed on Rodrick Franklin Hutchinson Jr. ***
The Chief of Police, Jakari Young, assured the family there would be a thorough investigation. However, he failed to respond to subsequent email communication after it was reported to him that “Deschamps is being described to me as rude and unsympathetic since the start of the investigation. She told my sister at the hospital, that it was my nephews fault. She has also yelled at my niece. She makes them feel they are bothering her by calling for an update.”
Despite the Chief of Police, reassurance, as of today, November 19, 2022, a thorough investigation was not conducted. There was not a toxicology screening on the driver, phone record request, nor DVR download to determine rate of the speed at the time of the accident.
Laws and Standard Operating Procedures when investigating car versus pedestrian collisions with in the State of Florida to include City of Daytona Beach need to change immediately. Requesting cellular phone records to ensure the driver wasn’t on the phone at the time of the collision and toxicology screening to ensure the driver was not under the influence of a controlled substance after any and all accidents resulting in death of a minor should be mandatory!
Rodrick Franklin Hutchinson Jr. was at the starting line to the rest of his life. On October 21, 2022 at 11:04 p.m. he took his last breath and his sister closed his eyes for the last time.
