

Global Petition To Consecrate Human Rights
The Issue
We the people signed to this petition are requesting the highest leadership globally to take full accountability for human rights. We direct this message to the United Nations but are calling on all major economic and political powers to pull their weight. We want it formally recognized that social injustice and violence effects the most vulnerable populations first and moves upwards through a system where the most privileged make major decisions without ever experiencing the consequences of their choices.
Humans may have contributed to many historic atrocities, but we believe that we are capable of better. Our time is limited given the consequences on the horizon of previous major sociopolitical decisions and the rise of artificial intelligence. For this reason, we are calling the world powers to change their approach.
These demands and recommendations are not intended to overwrite existing laws. This is a framework to cover what has not already been covered and guide the re-structuring of existing institutions. All current governments and governing bodies should be respected as they exist and thereby policing should continue as defined within local laws unless there is a complaint made for review.
Our demands
· Safe Nutrition – Everyone deserves safe and fair access to water and nutrition. Major production decisions should prioritize safety and sustainability. Dietary restrictions and requirements should be respected in terms of other rights (ex. religious expression, accessibility, etc.)
· Stable Options for Shelter – EVERYONE DESERVES A SECURE HOME WITHOUT HUMAN-MADE-OR-ORCHESTRATED THREAT (meaning that this acknowledges people’s right to be safe in their home although we cannot account for what we cannot control as a species and we must maintain reasonable acknowledgement that we do not fully understand nature and the universe yet so if a nature-bending protection presents itself, it should be handled with due diligence). There should be a variety of accessible housing options for all, and everyone should have access to change their dwelling if their home becomes unsuitable and/or insecure with reasonable notice and/or protections (meaning that any contracts signed should be respected but people in potential danger should be supported in their exit).
· Fair travel restrictions – People should be able to cross borders with simply their government-provided travel documents (exception made if there is strong evidence that they will cause harm to the culture or people of the country they are wishing to enter). These travel documents should be available to everyone free-of-charge and nations requiring support to make this happen should be able to apply to global funds to support these people. People ineligible for passports before (ex. refugees) should be given a passport under the United Nations as the issuing authority.
· Accessible Medical Options – Everyone deserves to live with a sense of good spiritual, mental and physical health (spiritual health being defined as ‘a sense of authentic being’; mental health being defined as ‘a state of mental balance with respect to an individual’s experiences of emotion and logic’; physical health being described as ‘as would exist naturally or as-close-to-naturally-as-legally-consented’). Everyone deserves the right to medical care with accredited and responsible healthcare workers. Doctors, nurses, midwives, nutritionists, dentists, etc. should be always made accessibly available with respect to labor laws and their rights as humans. Everyone deserves access to treatment as discussed between them and a medical expert without interference unless that person cannot reasonably make their own medical decisions. Those in rural regions should be given full support within the limits of humanity to access medical care.
· Individual Ownership of Personal Likeness and Creation - With AI on the rise, we must guarantee that humans maintain autonomy both in terms of quality of life and data sovereignty (meaning that all should have the rights to their own data whether biological or created). We want conscious maintenance of the rights of all people but in this case especially creatives, intellectuals, tradesmen, and community knowledge-keepers - too often major powers believe they have the rights to profit off the works of these people without caring for these people. No more. People should be paid for all works rendered from their contributions, creations, and likeness as fairly negotiated or defined.
· The right to the pursuit of personal development and community. – People should be able to pursue passions and knowledge as it advances humanity. We all should have the right to a fair education according to our own personal values that is simultaneously rooted in global awareness. Topics should be openly available in their entirety (but certain topics should be flagged if proven to be an open threat to the masses – ex. the science of bombs/nuclear weapons/etc. so if anyone takes an action, we will be able to identify the source quicker). People should never be persecuted for pursuing personal fulfillment and relationships within boundaries of respect for the rights of others. It is our responsibility as global citizens to make topics outside of regional education systems available through accredited sources – meaning that governments maintain control of their education system but people should be given full freedom to educate themselves or to receive support in education outside of these institutions; if a country deems a particular topic to be too extremely contrarian to their cultural values, they should submit a formal complaint for review and respect the rights of individuals to pursue such education in other regions.
If there is direct conflict between an individual’s right to this pursuit and the laws of the region, they should receive assistance relocating (unless a complaint is filed with the ICJ or ICC that this is being abused for cultural genocide).
Our recommendations
*"Politicians" in the context of this petition is defined as all persons holding public office by election or selection with the ability to effect community policy and any persons of adult age who benefit from public money (i.e. monarchies).
*Community knowledge keeper can be any person with reasonable education or experience to be credibly capable of teaching someone else the basics and beyond of a topic
*Scholars in the context of this petition are defined as all persons with advanced education and/or research on a topic. To fit this category, people should be able to present proper credentials from a respected source and/or peer-reviewed research. This includes lawyers and doctors.
· Immediate Global Ceasefire – All acts of mass violence (defined as any attack on a group of people) should be deemed as acts against humanity and humanity’s future (with exception to proven self-defence) once this ceasefire is initiated – this is not expected to be used against individuals within their legal jurisdictions, but governments can make those distinctions internally. Any parties currently engaged in active conflict have 24 hours to notify all forces and any violence in this time should be pulled for special review (we recommend that as forces are notified, they should move their efforts to gathering any hard-to-reach forces to pull everyone home). As previously mentioned, policing should continue as normal, but people should have the right to demand a review if they believe their rights have been violated.
· Recruit International selection of scholars, politicians, and community knowledge keepers to provide information and pass judgements – There should be an application process for scholars and community knowledge keepers to nominate themselves or others to either submit testimony or serve in review processes. If offering testimony, there is no need for peer review. If being called upon to participate as a panel judge in a review, they must be confirmed by other scholars and community knowledge-keepers (there are ways to do this efficiently).
Politicians should be decided by random draw as needed once all nations submit the names of their entire selection of politicians as defined within the context of this petition. It is the responsibility of all governments to maintain an updated list with names, positions and contact information of politicians (although individual rights to privacy and safety should be respected, there should be at least one reliable method to contact each politician directly whether it be by email or phone).
Everyone should be paid for their time and contribution with a clearly defined and publicly transparent pay scheme according to expertise and reputation of credibility. Any of these people can offer testimony.
· Triage and Review – There should be open applications for people to submit complaints about any conflict (whether physical or sociopolitical) that they have reason to believe exemplifies inequality and oppression. There should be a fair review. Reviews can be done simultaneously as we are looking to bring in a variety of voices. This option is not meant to erase any established systems (i.e. International Criminal Court, etc.) but is meant to quicken mediation between communities and provide coverage where there is lack. If there is a conflict between these systems, it should go before the United Nations General Assembly for a final decision.
Immediate response should be given to active conflicts on major refugee/ stranded/ endangered /otherwise vulnerable populations. Priority should move from recent conflicts having the most significant impact to large groups down to the most individualized. From there we will move into more historical social complaints to plan reparations (ex. previous genocides, etc.). Some historical complaints may be pulled earlier in the process if they prove to be a constant factor and then individualized reports should be thereby grouped into class actions – in this case, already reviewed cases should be pulled as guidelines.
For the reviews, anyone should be able to submit evidence into the case once it is called (there should be consequences for people who knowing submit false information at any point of the review).
The review panel should consist of an equal distribution of community knowledge keepers, scholars, and politicians. They should be able to both ask questions from those provide testimony and be capable of submitting their own individual testimony if they can provide primary witness (meaning they directly experienced what is being reviewed). There should be a minimum of at least 12 panel judges (4 from each category).
If a party chooses to appeal, they should either be able to submit additional evidence or request new panels (though there should be acknowledgement that in some cases, available scholars and community knowledge-keepers may be limited so they may not change through appeals although this is to be avoided whenever humanly possible). Each party can make up to three appeals without providing new evidence. All new review boards should be given access to the full documentation and judgement of previous boards and there should be consequences for anyone proven to act in bad faith decided by the United Nations General Assembly unless another method of review is created through international diplomacy.
Outside of conflict situations, there should be an application process for people to submit requests for financial aid whether individually or community based to assure that these basic rights for all humans as we demand are being met. Approval of these applications should be handled by a similar panel selection as outlined above for conflict reviews.
All decisions made through this panel method should be opened at the end for international commentary (with the option to self-identify) and the results of this data should be made accessible to the public.
· Global Survey to verify needs met – Adjustments and recommendations should be conducted through an open survey which will remain open as a link between citizens of the world and major powers of the world. This will serve exterior to established censuses. Every individual on the planet has the right to participate in this survey on demand with full knowledge of the process and access to participate within their natural ability (meaning that there should be assistance provided on request within a reasonable yet urgent time frame). Access to the survey should be protected with the utmost security with the right to self-identify one so chooses. There are no limitations on age or other social factors to prevent that should be grounds for someone to be blocked from participating. They just need to be honest. While there needs to be security to verify credibility, people should be able to prove their identity with the travel documents we have previously outlined that they should already have, and they should be able to provide their answers through an encrypted virtual manner.
· Clear Plans to Uphold Boundaries – Every person and nation should be judged by their choices and place within humanity. World powers must be prepared to hold each other accountable without ego out of respect for our shared future. Any threat to humankind should be neutralized with respect to individual rights as established. And it should be the priority of the United Nations to step in and stop immediately any major acts of injustice. There should be systems in place that when something happens, nations can immediately contribute the necessary resources. For example, if one community is committing a genocide by all measures of review, there should be a call made and immediate responses of aid in whatever form necessary to best handle the situation as efficiently as possible with minimal harm to humanity and nature beyond us.
· For funding, there should be a centralized bank account to avoid abuse by any singular power. This money will be used to pay for panel reviews, pay experts for their work (we expect them to show up to testify with full research), and cover any weak spots in this re-structuring. Any government in need of assistance can apply through the financial aid option. This fund should be fully transparent to the public and anyone should be able to contribute.
