Call for guidance on the use of animals in street begging

The Issue

I’m raising this petition as a concerned member of the public who cares deeply about both animal welfare and social justice. Over time, I’ve noticed repeated situations where individuals are begging with dogs in circumstances that raise questions, particularly when the same person appears on different days with different dogs, including pedigree breeds. While I fully recognise that many people experiencing homelessness care responsibly for their animals, these patterns have made me concerned for the welfare of the animal and the stories behind the begging 'money for hostels'.

In various neighborhoods, and across social media  reports have surfaced about individuals who appear to exploit animals as tools for sympathy and monetary gain. What's alarming is the inconsistency in the animals' appearances, different breeds, such as pedigree dogs, observed with the same individual on separate days, suggesting possible exploitation.

Animals deserve better protection, especially when they can't advocate for themselves. In these settings, it's crucial to differentiate between genuine companionship and potential manipulation where animals are mere tools for financial benefit.

Authorities across the country have a responsibility to ensure animal welfare is not being compromised for economic ends. We urge governmental agencies, local councils, and animal welfare organisations to implement clear guidelines that would enable enforcement officers to identify and address cases where animals might be exploited in street begging situations.

By highlighting this issue, it is hoped that People who are really struggling will hopefully get the support the need and those exploiting animals will be punished and maybe the wee animals will get a bette life.

Better support should be provided to support individuals experiencing homelessness, ensuring they receive the necessary resources for themselves and their animal companions. 

It's imperative to offer alternatives and support rather than merely penalising individuals whose circumstances may have led them to such acts.
