The Issue

Barry Emmett II, a man who has spent nearly 22 years behind bars, exemplifies a story of remarkable transformation and redemption. Despite being incarcerated, he has defied the odds through extraordinary perseverance, education, and personal growth. Barry Emmett's journey is one that embodies the spirit of rehabilitation and the human capacity for change.

His arrest was marred by an unfortunate incident involving law enforcement. An attack dog was unleashed, resulting in severe and lifelong injuries to Barry Emmett's leg and shoulder. Reports indicate that he was not provided with any medical care necessary to address his grave injuries. This incident not only highlights a significant moral and ethical concern but also questions the fairness of his trial and subsequent incarceration.

Barry was charged and sentenced as though he had physically assaulted a police officer, resulting in an extremely severe punishment. However, video evidence from the incident shows that no physical assault on a law enforcement officer occurred. Barry maintains, and the video supports, that he never physically attacked or struck a public servant. Furthermore, the firearm involved in the incident was discharged into the air while Barry remained inside his vehicle and was never pointed at any person. These facts are critical to understanding the true circumstances of the case and raise serious questions about whether the punishment imposed was proportionate to the conduct that actually occurred. Having already served time for every offense associated with his criminal history, and after spending nearly 22 years incarcerated, Barry’s record of rehabilitation, educational achievement, and personal growth warrants meaningful review and consideration for clemency.

During his time in prison,  Barry Emmett has dedicated himself to improving not only his own life but also the lives of those around him. He has embraced education, achieved remarkable academic progress, and contributed positively to the prison community. His dedication and determination are a testament to his character and his commitment to rehabilitation.

Granting a full pardon to Barry Emmett is not just a gesture of mercy; it is a recognition of the human spirit's ability to transform. It's a statement that our justice system can evolve, acknowledging those who have shown genuine efforts toward betterment.

I urge the Governor and parole board to consider Barry’s  extraordinary rehabilitation and grant him the full pardon he so rightfully deserves. Doing so would restore faith in the justice system's fairness and provide hope to countless others striving for a second chance.
