The Issue
We, the residents of Excelsior, are stating our support of an 18-month pilot called Excelsior's Good Neighbor Guidelines and Residential Review Board (RRB).
The Good Neighbor Guidelines and Residential Review Board have been written specifically targeting mass and scale, volume or bulkiness of homes. The purpose of this ordinance is to:
(1) Regulate mass and scale, bulk and orientation of new construction and remodeling;
(2) Ensure compatibility of new construction and remodeling with existing surrounding properties;
(3) Preserve tree canopy, green space, air and light for existing surrounding properties;
(4) Protect and enhance the City of Excelsior's appeal and attraction to residents and visitors;
Up until now, the homeowner/applicant was the only stakeholder with property rights when they designed and proposed a tear down/rebuild or addition. This initiative introduces new rights for neighbors and citizens that require the project plans be collaboratively reviewed by a Residential Review Board and the Applicant to assure the massing and scale is visually compatible with neighboring structures and the size of the lot.
Also, as part of this initiative, the applicant will need to consider neighbor views, privacy and sunlight in the design.
