It’s time for Victoria Police to lay charges against Daniel and Catherine Andrews over the Bike Boy crash

On 7 January 2013, 15-year-old Ryan Meuleman was struck by an SUV while riding his bicycle in Blairgowrie, Victoria. The vehicle was driven by either then Opposition Leader Daniel Andrews or his wife, Catherine Andrews.

Ryan suffered life-threatening injuries, including a punctured lung, ruptured spleen, internal bleeding, broken ribs and multiple fractures. He survived, but the crash permanently changed his health, wellbeing and future.

For more than 13 years, Daniel and Catherine Andrews have denied responsibility for the collision. Daniel Andrews publicly claimed Ryan "t-boned our car", while Catherine Andrews said, "the crash was the cyclist's fault... he hit our car."

Yet in the recorded 000 call made immediately after the crash, Daniel Andrews tells the operator:

"...and we've hit him."

Photographs of the SUV obtained through Freedom of Information requests show extensive damage to the front of the vehicle, including a shattered windscreen and deflated tyre. The damage is consistent with Ryan's injuries and his account of how the collision occurred.

Independent crash reconstruction expert Dr Raymond Shuey concluded the SUV cut the corner at between 40 and 60 km/h before colliding with Ryan. He also concluded it was more likely the driver was male than female.

After examining the available evidence, Dr Shuey further concluded Victoria Police failed to follow key investigative procedures and that the handling of the crash amounted to an overt cover-up to protect a political figure.

A Major Milestone
After a four-year independent investigation, the evidence has now been formally handed to Victoria Police.

On 21 July 2026, former Victorian Chief Commissioner of Police Kel Glare personally delivered the investigation to the office of current Chief Commissioner Mike Bush.

Mr Glare independently reviewed the evidence before its submission. His conclusion was unequivocal: there is sufficient evidence for police to consider criminal charges including perjury, conspiracy and perverting the course of justice against former Premier Daniel Andrews, Catherine Andrews and members of Victoria Police.

What Happens Next Matters
The evidence is now in Victoria Police's hands. This petition is no longer about finding the evidence. That work is complete.

Now we must ensure Victoria Police properly reviews the evidence, independently, thoroughly and without fear or favour. Victorians deserve confidence that no person—regardless of their former office or political influence—is above the law.

Despite Ryan's critical injuries and the serious questions surrounding the crash, no criminal investigation has ever been conducted. That must change.
