I belive the sentencing laws are too extreme behind non violent offenses and these people need help. Sentencing people to long prison terms causes more social damage to the individual and makes it hard for reintegration, regardless of the programs put in place thay don't always address the problems accurately, if at all. And this is a good man, who deserves a chance to take care of his family

They have peaceful people, but at the same time they have gangs that kill, steal things, and these gangs steal from other homeless people, and they kill their own too. The other day my husband met a homeless guy why had all his things stolen from him by other homeless gangs. So I’m concerned for the innocent homeless people who aren’t there by will, and they don’t have a choice but to survive outside, and having them live outside is very dangerous to them. So I really hope that the ones that are truly in need of a housing, will get a safe place to live!
Secondly, I’m a mom of 3 little kids. I love to go on walks to parks. But most of parks are filled with homeless people, and it’s very dangerous for me! My favorite place to walk was burnt bridge creek trail. And it was fully taken by the homeless people, and I am very upset about that!

But I don't think this is a workable solution as this ban would apply to most of the city. I would like to see consensus emerge around some common sense measures that 2025 City Council candidates could use to shine a light on just how wasteful the city has been with money earmarked for housing and homeless response. My proposals would include a permit system for camping. A permit would allow people to leave their camp set up during the day. All others would have to pack up. Here in West Vancouver Share House will soon have 120+ mouths to feed daily between the Share House shelter, Lincoln Place 1, and Lincoln Place 2. That is plenty for one establishment, especially with FISH right down the street. The city should condition continued support for Share's operations in this neighborhood on Share halting foodservice to people that don't live at one of these facilities (and a limited number of their guests). Camping of any sort should probably be banned from the sound wall south to the railroad separating the waterfront, and west from Kauffman / Jefferson extension to the railroad. VHA is really shooting us in the foot by operating "housing first" facilities in the very environment we are trying to get the residents out of, and negative interactions between campers and residents are common. Beyond that, we need to prioritize restrooms and garbage disposal above housing. And here's the big one: we can't provide any services without accountability for their misuse. We need custodial options for people that continually violate camping ordinances. We need quasi-custodial camps where you get sent for the night if you're breaking camping ordinances, and a functional jail where you get sent if you're breaking the rules at the quasi-custodial camps. Currently we spend almost all our money jamming people into housing without regard for whether they have any chance of success in housing. Results are bad. Meanwhile people living on the street spiral to a point where they are un-housable in a non-custodial setting.

The theft, that we can’t get the law to deal with, stolen cars and bikes, anything else even if it’s tied down. I’ve been accosted and Esther short park in broad daylight. I won’t even go over there alone anymore and that’s pitiful. I want all of us to enjoy our city safely, day and night.

And we bought a duplex on the corner of Kaufman and mill plain. But now regretting it. So far we have had both our cars broken into our mailbox broken into a gun pulled on us. I’ve stopped a multitude of people from doing drugs right outside of our home. Stopped people from attempting to come up to our place to steal. Not including the yelling and screaming we hear on the regular. It’s a slap in the face to us when the city allows for this kind of stuff to happen. They sit back and line there pockets with grants they receive and waste money on stupid stuff like free garbage service and now bathrooms. While we have to pay and work to have those things in our lives. I’ve been literally throwing my dogs waste over the sound wall to detour people from sleeping next to my house I’m gonna buy whole fish and hang them from the trees next I’m so sick and over this situation while the city just caters to these people’s needs.

If the fire department responded to emergencies the way that the city has responded to the homelessness emergency, all of Vancouver would have burned to ashes in 2023.
At a meeting with the HART team in the fall of 2023, they assured us that the homeless of Portland would never migrate to Vancouver. Since that time, Portland and multiple other cities have decided to enforce bans on homeless encampments. If Vancouver does not act, the dangerous, squalid conditions of the Mill Plain sound wall will spread.
Despite the fact that our neighborhood has been begging for help; city government takes no action to protect the Hough neighborhood, and other neighborhoods, from these illegal (under current city laws) encampments. If the government will not listen to the very sincere complaints of its citizens, what will need to happen before it does take this situation seriously?
Will the city pay if the next fire burns houses, not just trees and shrubbery? Will the city reimburse us for all of the stolen, damaged, and vandalized property? Will the city compensate us for the decline in the value of our homes, and the rise in insurance costs because of the increased crime? Will the city pay to mitigate the effects of raw human waste and toxic drug debris on our soil and water? And, when disease comes, which is the predictable result of a large population living in human waste, garbage, toxic drug debris, rotting food, no sanitation, and the increasing presence of rats and other vermin; will the city pay our medical bills and cover lost income?
If the current government will not act on its legal responsibilities, the residents must hold them accountable for all the damages created by this shameful neglect.

I pay property taxes, I pay for garbage service if anyone in my family were to camp out in front of my house and go to the bathroom on the ground or do drugs and harass people I am sure the police would show up even though I own my home and property, so why is it ok next to a public wall sidewalk area where neighbors are trying to walk dogs, take children to school, or get to public transportation? What is actually happening to our tax dollars that are funding programs for these people? So you are letting them live on the streets because you don’t want to infringe on their rights, but when giving someone their rights it is infringing on the rights of the people who paid for their property, pay taxes and want a safe law abiding place to live. The whole situation makes me want to vote against any new programs, what is the use?

At the same time, I feel that the home owners and renters should feel safe and protected by the city. This is not happening. My house is about six blocks north of the sound wall. One would think that we are okay, but that’s not the case. I’ve had things stolen from my front porch so much that I have any deliveries sent to family and friends. I’ve had people sleeping on the porch and one woman sat in a chair with a pillow then peed on it. We have mental ill who march up and down shouting and waving things. There’s more, but with all of this said, the situation near the sound wall is far worse. The reported crime in the area is so unsettling, at least three reports of theft, attacks and violence daily. Families should not have to live in constant fear! Please, elected officials, create a plan that works.

I was in active addiction HEAVILY until 2016. I have been clean since then and I am always rooting for others to get there too. In my opinion, its never too late until you're no longer breathing. This person is the exception. Please dont get me wrong, Id still LOVE to see her get better. But I fear she never will unless shes removed from the very apps she begs for money on to pay for her drug habit.
