We apologize for the misunderstanding about donations and we will do our best to work with Change.Org for better transparency in online petitions. --------------------------------- Our country’s post-covid public transportation system is a ticking time-bomb.  In danger are the safety and mobility of 88 percent of households who are not rich enough to own cars. In danger are 20 million students who need to walk, bike, or take public transport to go to school. In danger are half a million health workers, social workers, and barangay workers  who are forced to walk kilometers because of inadequate public transport. In danger are at least 1.5 million persons with disability, at least 1 million pregnant mothers and their newborns, and 7.5 million senior citizens who need to take trips to offices, stores, or hospitals.  In danger is the economy: if we do nothing, in Metro Manila alone we will lose P520 billion every year - from longer and harder commutes, job losses, the shut down of public transport operators, road accidents, and carbon emissions. This is enough to push us deeper into recession that will take us years to undo.   In danger are the jobs of at least 2.7 million land transport workers. More than half of whom are our drivers, conductors, and freight handlers. Already on their routes as early as dawn and as late as midnight, they are among our most hardworking laborers. As health safety measures and physical distancing reduce PUVs’ seating capacity by half, many of them will suffer losses even after hours of hard labor. Even worse, more than half of them may lose jobs as public transport operators shut down due to unprofitable operations. To protect these workers, we should overhaul the way we operate our public transport system. Even before this pandemic, we commuters have already had to suffer from an inhumane public transportation system. Some of us wake up at 3 am just to get to work at 8 am. After work, some of us endure another 3 to 5 hours of travel, arriving home as late as 11 pm. Many of us do not have a choice: our overburdened public transportation system is all we can afford. Decades of car-centered policies have oppressed us. And this will only get worse if we do nothing: We’re talking about a massive 75% reduction in our public transport mobility as physical distancing is implemented and operators shut down. We’re talking about our daily wage workers, at risk of infection as they are crammed in jeeps and trains and lines, fighting for what’s left of our public transport system. We’re talking about many of our workers who will lose their jobs or get fired as they’re unable to physically get to work. We’re talking about heavier traffic congestion as some people who are better off switch to private vehicles to go to work.  But we can prevent all these from happening.  We propose a P110 billion urban mobility support package implemented in three stages and spent over three years: 1. In the next 6 months, we must sustain a safe public transport system by investing P30 billion to engage thousands of PUVs nationwide. The pay of our drivers should be stable and independent on the number of passengers they carry.  2. In the next year, we must create better and safer conditions for all by investing P10 billion in active transport infrastructure such as wider sidewalks, dedicated bike lanes, urban shade trees, and safe, walkable streets. Our people have a right to nothing less than streets which are safe for users of all ages - from our children to our grandparents. 3. In the next 3 years, we must improve our land infrastructure for road-based public transportation by investing P70 billion in building bus stops, bus-only lanes, depots, and terminals nationwide, and ensuring these follow health regulations. We must incentivize people to choose active and public transport instead of private vehicles. If we let this bomb explode, we risk massive loss of human life from a second, more severe wave of COVID-19 transmission caused by crowding in our transport system. We risk our people’s lives and livelihood. We risk destroying our economy. We can defuse this bomb. Nanganganib ang kaligtasan at mobilidad ng 88% ng ating mga kababayang hindi kayang bumili ng sariling kotse. Nanganganib ang 20 milyong mga mag-aaral na kailangang maglakad, magbisikleta, o sumakay sa pampublikong transportasyon para makarating sa kanilang mga paaralan. Nanganganib ang kalahating milyong health workers, social workers, at governmentbarangay workers na napipilitan maglakad ng kilo-kilometro dahil wala silang masakyan. Nanganganib ang higit 1.5 milyon nating mga kapatid na may kapansanan, higit 1 milyon nating kababaihang buntis at ang kanilang mga sanggol, at ang 7.5 milyon sa ating mga senior citizen na kailangang pumunta sa kanilang mga opisina, pamilihan, o ospital.  Nanganganib ang ating ekonomiya. Kung hindi tayo kikilos, sa Metro Manila pa lamang ay mawawalan ng P520 bilyon taon-taon ang ating ekonomiya - mula sa oras na mawawala dahil mas mahaba ang ating komyut, sa pagkawala ng trabaho, pagkalugi ng mga operators, mga aksidente sa kalsada, at polusyon sa hangin. Kung wala tayong gagawin, maraming taon ang aabutin bago tayo tuluyang makabangon.  Nanganganib ang trabaho ng higit 2.7 milyong naghahanapbuhay sa land transport, 1.5 milyon rito ay ang ating mga tsuper, konduktor, at mga pahinante - marami sa kanila ay pumapasada na bago pa man sumikat ang araw at nasa kalsada pa rin hanggang hatinggabi. Sila ang ilan sa ating mga pinakamasipag na manggagawa.  Dahil sa bagong physical distancing guidelines, mangangalahati na lamang ang pasahero ng ating mga tsuper. Dahil sa boundary system, karamihan sa kanila ay walang maiuuwing pangkain sa pamilya, kahit na mahigit dose oras silang kumayod. Maaaring kalahati sa kanila ay tuluyang mawalan ng trabaho sa pagkalugi at pagsasara ng PUV operators. Upang maprotektahan ang ating mga manggagawa, kailangan nating baguhin ang boundary system at buong pamamalakad ng ating pampublikong transportasyon. Bago pa man ang COVID-19, tinitiis na nating mga komyuter ang di-makataong sistema ng transportasyon. Ang iba sa atin, gumigising nang alas-3 ng umaga para lamang makapasok sa trabaho nang alas-8 ng umaga. Ang iba naman sa atin, kailangang magkomyut nang 3 hanggang 5 oras para lamang makauwi nang alas-11 ng gabi.  Marami sa atin ang wala namang pagpipilian: ang tanging abot-kaya lang ay ang naghihingalo nating pampublikong transportasyon. Dekada ng maka-kotseng polisiya ang patuloy na nagpapahirap at nakakawalang-dignidadnang-aapi sa ating lahat. At kung hindi tayo kikilos, lalo tayo’y mahihirapan:  Pinag-uusapan natin dito ang mabigat na 75% na pagbawas sa kapasidad ng ating pampublikong transportasyon dahil sa pagpapatupad ng social distancing at sa pagsasara ng mga naluluging operators. Pinag-uusapan natin dito ang ating mga manggagawang arawan ang kita, mga kakabayan nating maaaring matamaan ng COVID; mga kababayan nating magsisiksikan at makikipaglaban para sa kakarampot na natitirang pampublikong transportasyon. Pinag-uusapan natin dito ang napakarami nating manggagawang mawawalan ng trabaho’t masisisante dahil hindi sila makarating sa kanilang mga trabaho. Pinag-uusapan natin dito ang higit na mas malalang trapik na lalong lumalala sa pagdami ngpribadong sasakyan.  Ngunit kaya nating pigilang mangyari ang lahat ng ito. Minumungkahi namin ang P110 bilyong “Biyahenihan”Urban Mobility Support Package na ipapatupad sa loob ng tatlong taon:  1. Sa susunod na 6 na buwan, kailangan nating panatilihin ang sistema ng pampublikong transportasyon na sapat at sumusunod sa social distancing guidelinesligtas. Magagawa natin ito sa paglalaan ng P30 bilyong pondo para masuportahan ang ating mga pampublikong sasakyan sa buong bansa. Dapat sapat at hindi nakasalalay sa bilang ng mga pasahero ang kita ng ating mga tsuper.  2. Sa susunod na taon, kailangan nating gumawa ng mas inclusivemaganda at mas ligtas na transportasyon para sa lahat. Magagawa natin ito sa paglalaan ng P10 bilyong pondo para sa mas malapad na mga bangketa/sidewalk, malawakang daang-bisikletalinya para sa mga bisikleta, mga puno bilang lilim sa mga daanan, at ligtas na mga kalsada’t tawiran.  3. Sa susunod na 3 taon, kailangan nating lalo pang pagtibayin ang ating mga imprastruktura para sa mas mabilis at mas maginhawang pampublikong transportasyon. Magagawa natin ito sa paglalaan ng P70 bilyon sa pagtatayo ng mga may bubungang bus stops, bus-priority lanes at mga terminal sa buong bansa. Sisiguraduhin na ang lahat ng ito ay susunod sa mga regulasyong pangkalusugan. Kailangan nating bigyan ng insentibo ang mga tao na piliin ang aktibo at pampublikong transportasyon sa halip na mga pribadong sasakyang nakadaragdag sa trapik. Ang nararapat po: polisiyang makatao, hindi maka-oto. Kung hindi natin ito aagapan, maaaring marami sa atin ang mamatay dahil sa mas malalang pagkalat ng COVID dulot ng mala-sardinas nating pampublikong transportasyon. Nilalagay natin sa matinding panganib ang buhay at kabuhayan ng milyon-milyong Pilipino. Maaaring masira nang tuluyan ang ating ekonomiya.  Kaya natin itong agapan. THIS AFFECTS YOU! Also innocent children & puppies..so please help our beloved Bangalore be responsible & humane.   Bangalore's population is now 120 lacs, & dogs have increased to nearly 3 lacs - but shockingly, instead of doubling the ABC/sterilization Centers, our state has inversely REDUCED from the mandatory 10  to  just 2 ABC Centers i.e CUPA, Koramangala  & Sarvodaya , Queens Road. This is gross dereliction on the part of the BBMP & Animal Husbandry Department whose primary city charter is ABC & ARV. The ABC (Animal Birth Control) centers are stretched to capacity and due to low ABC, dogs multiply & helpless puppies & female dogs bear the brunt of anger, abuse & torture . The Indian Constitution mandates kindness to animals and mandatory ABC for street/community dogs. This is reiterated & enforced by the Supreme Court. At some point, it is also the humans who may have to suffer due to rabies, bites etc., so why are we allowing this to happen? Public & Animal Lovers are forced to bring  street dogs for sterilization or do it at their own cost even though it is the BBMP Animal Husbandry Department's primary duty to ensure a robust & sustainable ABC program for the health of the city, residents and dogs. An unconcerned BBMP seems to be callously waiting for a situation of complete breakdown , after which perhaps they would push for a culling solution like Kerala criminally has - a shame on the golden state of Karnataka. While the whole ecosystem needs addressing, right now we understand that the centrally located , heritage Queens Veterinary Hospital where ABC NGO Sarvodaya is housed , is being demolished to make way apparently for a multistory , specialty Vet hospital (no details available). Where will Sarvodaya go then, and how will the ABC happen, where will the public bring or collect the dogs for sterilization. The lack of vision in demolition and relocation of Sarvodaya without a Plan B is a classic example of BBMP's rampant unconcern and disrespect for this serious issue in Bangalore, voiceless animals as well as to the public it serves. There are old heritage buildings which are being demolished and a tree mapping done last month shows 92 old trees of various heights and girth in the property , which should NOT be touched. Our demand as Bangalore citizens : Sarvodaya remains centrally located to cater to Bangalore dog population& is additionally strengthened with kennels & one more ambulance for pick up ABC Centers to go up to a minimum of 10 in Bangalore with catching and kennel facilities Two additional Shelters for rescue & care be put up Strong ABC experienced people like Dr Peeran et al  be brought in as Advisor to ensure that ABC numbers increase. At least 5 Mobile ABC Ambulances be brought in to cover each ward on weekends. More intern vets put on to ABC program Accountability for ABC numbers etc to be shared with public on a monthly basis Details of the Vet Hospital & facilities to be shared to the public & animal lovers Greater transparency on ABC , rescue and collaboration with public. Monthly meetings and updates on progress , statistics with stakeholders. BBMP ensuring prompt payments and easing logistics to ABC NGOs. Their current apathy is shocking, and the fact that they even  gone so far as to ask an NGO for a bribe, is even more so. Strict punishment and fines introduced for erring ABC officials who do not make the program a success and support it fully. They MUST be heldaccountable Cross department training for Animal Husbandry, BBMP and NGOs so they are able to understand each others situations and objectives , and help each other WIN, instead of tripping each other up , at the expense of the poor dogs. There is clear antagonism & apathy on the program Information dissemination, trainings & open discussions with public so they know the responsible and humane action to take . Bhiwandi Nizampur City Municipal Corporation is in the Mumbai Metropolitan Region (MMR) and just around 50 km away from the Mantralaya. Still, it is in very bad condition in terms of development.There is no proper infrastructure, there is no proper garbage handling system, there is no proper sanitation, the roads are in bad condition even if it is constructed, the quality is poor, municipal corporation schools are extremely poor, it has been listed in top 30 most polluted cities , there is no proper drainage system, illegal constructions are ever-rising , the corruption is never-ending , there is no proper gradation of employees , there had been 413 crore assessment scam in just 1 year and poor tax collection and all these due to the strong nexus between the municipal commissioner who has been appointed so far except Dr Yogesh Mhase and the corporators and contractors. Hence we need a strong municipal commissioner who is honest, who has high integrity and who has all the power. Following the huge number of complaints and issues concerning the actual state of the New EWD Library at Royal Holloway, and following : the great number of students not finding study spaces (1,400 spaces for 9000 students ...), non working sockets, out of service elevator, the continuing annoying beeping, non access to Post-Grad room for Masters students, the unreliable printing services, busy IT help desk, closed upper balcony... etcI have decided to start up this petition in order to put pression onto the college to make those changes and improvement for our own welfare and sake and in order to pursue our studies in the best conditions possible. Though we can complain against Bangalore autodrivers for over-charging or refusing to ply, there is no way we can track that complaint and the action taken. Based on the latest court order, many of us have been using the helpline numbers to report errant auto drivers - over-charging us or denying to ply. Unfortunately, there is no tracking number or feedback that is provided to the reporters. As such, how do citizens feel guaranteed about justice or if their complaint is heard and action has been taken? This is affecting the authenticity or effectiveness of this powerful rule. A couple of suggestions that could be considered to ensure that citizens establish faith in our system, feel empowered and help take action against ruthless auto drivers. 1)  Provide a way to track the complaints registered. So we know our voice is not going unheard, and that its not merely a rule for the sake of it. 2) There is lack of awareness about this rule with the auto rickshaw community itself. There should be notices sent out or distributed to ensure that auto rickshaw drivers know that if they refuse to ply or charge more, then they will be booked. This will definitely cut down the number of complaints that are being registered. I urge everybody who approves of this viewpoint to join in this drive.Read more
