Whereas, Virginia enters Phase 3 on July 1st, and whereas Phase 3 specifically allows pools to reopen with precautions: “Indoor and outdoor swimming pools may be open at up to 75% occupancy, if applicable, provided ten feet of physical distance may be maintained between patrons not of the same household. Whereas, the Center for Disease Control (CDC) states: “There is no evidence that COVID-19 can be spread to humans through the use of recreational waters,” and provides specific Guidance for the opening of pools, while delegating final authority to state and local as above https://www.cdc.gov/coronavirus/2019-ncov/community/parks-rec/aquatic-venues.html
Whereas, the best protection against disease is a strong immune system developed, among the other things, by exposure to sunlight and exercise,
Whereas, in absence of any specific government mandate, there is no reason to deprive residents of their right to use facilities that they are entitled to enjoy by reason of ownership or rent
Therefore, in light of the above described changes, we ask the Board to revise its decision and open the pools
