Refund all license fees to same sex couples until Utah recognizes their marriages.

The Issue

On January 8, Governor Gary R. Herbert instructed the state government of Utah to not recognize same sex marriages due to the stay granted by the Supreme Court in the case Herbert v. Kitchen where it was found that Utah's Amendment 3 was unconstitutional.   Between, the time of the decision and the granting of the stay, over 1,000 same sex couples were married in Utah, each paying a marriage license fee of at least $45. 

If the state of Utah is not going to recognize these marriages, they should immediatly refund all fees related to these marriages, instead of allowing the state to have a more than $45,000 windfall, and see those funds used to fight against their right to marry under the 14th amendment of the Constitution of the United States.
