Water subsidies were initially started to encourage farmers to use more “environmentally friendly” practices. But these subsidies led to the expansion of farms which, in turn, led to an increase in fertilizer and pesticide usage. The runoff created by these chemicals pollutes lakes, streams, and rivers. Therefore, water subsidies not only lead to the depletion of aquifers, they also lead to a greater amount of water pollution.
