Oppose the construction of SDSU's Northwest Quadrant project in Brookings, SD.
The Issue
Currently, South Dakota State University (SDSU) is trying to get phase one built of the envisioned NW Quadrant development. It has issued a Request for Proposal (RFP) for a private-public partnership for a 300 bedroom upscale apartment complex. This apartment complex “will be an anchor for the future development and re-development of the northwest sector of campus,” as stated in SDSU’s RFP. The NW Quadrant in total includes 608 beds in upscale apartments, two 115 unit assisted living complexes, 60 active adult townhomes, retail spaces (specifically stated, “a grocery store, a fitness center, a coffee house café, interactive café, and a convenience store”), and a 100 room hotel and conference center.
So why does this matter?
• SDSU vs. Brookings: SDSU and Brookings have enjoyed a tremendous partnership (which not all college communities have). SDSU students shop and live in the community of Brookings. As SDSU tries to become its own enclosed town, it will jeopardize its very positive relationship with Brookings.
• Poor investment: SDSU headcount and full-time enrollment numbers are decreasing. In this climate, SDSU has 802 new dorm beds opening Fall 2013. There are vacancies throughout Brookings as well. The market is not there to support this construction.
• Property Values: Any growth experienced through development by SDSU of the NW Quadrant would be offset by a shrinking of existing private business and corresponding tax base. As property values go down, this will affect all Brookings residents.
• K12 funding: K12 schools in South Dakota are constantly in need of more funding. They get this funding primarily through property taxes. All new components proposed through the study would be built on state owned land that is exempt from paying any property tax.
