British Dressage: Enforce stricter regulations regarding Rolkur also known as Hyperflexion.

The Issue

Rolkur is using aggressive force to hold the head of the horse in a fixed position, which can be damaging both mentally and physically. Stewards are too in awe of famous riders to approach them. This must change.
