AI chatbots have become increasingly sophisticated and widely available through mobile applications. These systems can provide entertainment, companionship, education, and other legitimate services, but some applications are specifically designed or marketed to facilitate sexually explicit AI interactions.

Major mobile app stores already maintain policies restricting pornographic and sexually gratifying content. Google Play's policies prohibit applications intended primarily to provide sexually gratifying content, including generative AI applications, while Apple's App Store guidelines prohibit overtly sexual or pornographic material.

Effective enforcement of these standards is especially important for interactive AI applications. Unlike static media, generative AI systems can produce new conversations and content in response to individual users, making appropriate safeguards, accurate age ratings, and effective moderation essential.

We call on major app-store operators to consistently enforce their existing policies and strengthen protections governing AI chatbot applications that generate adult sexual content.

This should include:

• Consistently reviewing AI chatbot applications for compliance with existing sexual-content policies.
• Removing applications whose primary purpose violates app-store restrictions on pornographic or sexually gratifying services.
• Requiring developers to accurately disclose the types of AI-generated content their applications can produce.
• Requiring appropriate age ratings and effective age-assurance measures for applications containing mature features.
• Preventing applications offering adult-oriented interactions from being marketed toward or made readily accessible to minors.
• Requiring accessible mechanisms for users to report inappropriate AI-generated content.
• Evaluating applications based on their actual functionality and typical outputs rather than solely on descriptions provided in their store listings.
• Providing developers with clear standards and meaningful appeal procedures when applications are restricted or removed.

These measures should distinguish between applications primarily designed for explicit sexual interaction and general-purpose AI systems that may discuss legitimate topics involving sexuality, relationships, health, education, or other mature subjects.

The objective is not to prohibit AI companionship or general-purpose conversational AI. It is to ensure that existing app-store rules governing sexually explicit services are applied consistently to generative AI applications and that mature AI experiences are appropriately restricted from minors.

We urge major app-store operators to strengthen enforcement, transparency, age protections, and developer accountability for adult-oriented AI chatbot applications.
