‼️🛑STOP UNLAWFUL DETAINMENT BY POLICE IN NORFOLK, VA

The Issue

‼️If you have been unlawfully detained by Norfolk Police please sign the petition! We have to fight for justice against all injustices.‼️ We cannot have officers in any community on anyone’s police force who treat people this way! They need to be held accountable for their actions. 

As a Veteran of this country I never thought I would experience anything like this. 

On January 28, 2025 I was unlawfully detained Full Video by Officer Jacobs & Officer B. Hennington ( I believe is how you spell his name) while delivering groceries to a family in Norfolk Va. They unlawfully detained me as Officer Jacob false accusation that I was going for my knife on the right side of my hip I was detained in cuffs, after reaching in my left jacket upper pocket for my wallet and handing my phone to the gentleman who were there since the start so the recording can stay on. Officer Jacob makes the false accusation “Ma’am dont go for the knife” which was on my right side of my body on my hip. This is why he put me in handcuffs. He also said failure to provide ID is a class 3 misdemeanor & I was under criminal investigation and he could arrest and charge me. I asked if I was under arrest at some point, he says no. However the ticket has “same” under arrest odate which affects my record. While I was detained Officer Jacob pulls up a code & wanted me to look at it. I refused. The entire time, I was harassed and treated unfairly. The code he brought up from what I recall was for criminals, loitering and those suspected of a crime. When they did let me go, they gave me a ticket for the covering of the plate & they also took my house and car keys with them and drove off. I had no way to start my car.

My car was parked with hazard lights on. I delivered my first part of the families groceries and went back to the car to get the rest of the groceries. It was about a couple of minuted by this time. As I was getting the second part of the groceries out the car I saw a police car pull up next to the car that was behind me. I walked up the sidewalk to deliver the groceries & heard someone ask “ whose car is this” in a demanding tone. I turned around with groceries in my hand and saw 2 police officers. I said it is my car what is the problem? Officer Jacob stated in a very demanding tone you need to get down here now. I said I have to deliver these groceries & I believe I asked what is going on or something & I will be there. Officer B Hennington kicks my plate very aggressively and says you cant have a cover or something. I dropped the groceries off, and got my phone & started recording immediately because they were not only aggressive but Officer Jacob had his hands on his handcuffs the entire time which let me know what his motive was. Officer B Hennington went around to the driver side of my car wiped the dirt off the front of windshield. I believe he either wrote my VIN number down or took a picture I am not sure. Officer Jacob asked to see my ID for a “traffic stop” ( Although I am already parked and delivering groceries) I said No for what?   (I need to know the reason especially after kicking my car and their agression). He says now you are refusing to provide ID. I partially said No you are assuming and I couldnt get the rest out since Officer Jacob made another comment. I then said “Fine I will show you my ID but you cannot kick my car or touch my car” Both officers said something like they actually can. I asked the gentleman to the left of me to hold my phone. This is so I can get my ID. I reached in the upper left pocket of my jacket pulled my wallet out and Officer Jacob says “Ma’am dont go for the knife” both officerd come towards me and put me in handcuffs. My knife was on my right hip & not once did I go for my knife. The gentleman was still recording with my phone. The individual that was parked behind me told the gentleman to give the police officers my items and to stop recording. Officer Hennington took my phone and wallet & as I recall placed it on the hood of their car.

I am in the police vehicle on the drivers side detained. I asked for a supervisor & a female officer. I was denied. I asked for my asthma pump because they pulled the windows up & it was getting hot. They pulled up the windows when I asked someone that was walking by to call non emergency & ask for a supervisor since neither officer were helping. Officer Jacob said to me it is a crime to call non emergency & falsely make statements. I said you are not going to gaslight me.  I asked them to put the windows down multiple times they refused until another officer who pulled up told them to. This officer didnt ask me anything just looked at me as if I am a criminal in the vehicle. He asked Officer Jacob something. Officer Jacob says “ I tried to tell her” I assumed because I kept talking and asking questions. At one point Officer Jacob asked where my asthma pump was I said either in my car or my right pocket on my jacket. I never recieved my asthma pump from either of the officers. I wasnt having an serious attack, but needed it because it was getting hot and needed fresh air as well. I kept asking for a supervisor - Officer Jacob asked for what reason. I said because You are unlawfully detaining me, I do not feel safe, & I requested my asthma pump on multiple occasions. At one point he left the vehicle & returned and said he spoke to his supervisor &  they or he told me that I am doing everything legal so they are not going to come. At some point Officer Hennington ask “ do you want to go home”? Also in one instance, Officer Jacob also pointed to the screen while I was in the car and asked if that is my address and my home multiple times. I then realized they never looked at my ID because it was still in my wallet. They open the door, I asked to be helped out of the car. Officer Jacob says “You are a grown woman move your legs around and you can get out” or something of that nature. I get out I said I have to spit because of my asthma. Officer Jacob told me to turn around and do not move & says something else.

 I said I am not moving I am not that type of person. He says he has to treat everyone the same. They were taking my handcuffs off. Once my handcuffs were off I reached in my pocket and got my asthma pump and took 2 pumps I believe. Officer B. Hennington hands me a ticket, my phone & my wallet. They also ask if I wanted my pocket knife on my car hood or somewhere else I cannot remember. I stated I wanted it on the hood of my car.  I go back to my car & asked if am I good to finish this delivery since I was parked illegally according to officer jacob.

He says you are free to go or something. I got the last item of the individuals groceries, knocked on the door and gave her the item. I go back to the car and realized my keys were not there. I knocked on the persons door where I dropped off groceries to see if she had them she didnt answer. I looked around on the ground, in the car everywhere. I called non emergency & the woman who answered was the most kind person, her voice was so pleasant & soothing for me after what I had experienced it helped me calm down for a few minutes. I told her I was just unlawfully detained by Officer Jacob and they have my keys. She asked do you remember where you were? I said I am still here, she then asked if it was Laskin road I said yes. She put me on hold, after a few minutes she returned to the phone & said “They said they do not have your keys”. I said they do have them. She put me on hold again & returned & said “ They are coming to you or something like that to bring your keys”. A few minutes later they return Officer B. Hennington gets out the vehicle & says here are your keys “ma’am”. I took my keys and walked to my car.

 

This was the most traumatizing experience. I used to work for the Norfolk Community Service Board in the IT department and met some great officers. I would never thought that I would go through anything like this
