A Petition To the Hon. Chief Executive Donald Tsang of the Hong Kong SAR Government From Hong Kong Chinese Medicine Assoications, Universities, Civilian Organizations and Citizens

回歸十四年來，香港特區政府一直未履行《基本法》第138條賦予當局發展中醫藥的使命。當今各地中醫藥蓬勃發展之際，惟獨香港中醫藥進度緩慢，使市民無法獲得全面中醫藥服務。由於科研支援匱乏，中藥產品的發展亦舉步為艱。缺乏中醫院亦使不少中醫學生實習無門。本具龐大經濟潛力的中醫藥領域無故遭受漠視，政策欠奉，導致人才和資源大量浪費和流失。

Fourteen years since Hong Kong’s return to the motherland, the government has yet to implement the mission to promote and develop Chinese medicine in accordance to Clause 138 of the Basic Law. Today, while Chinese medicine thrives in other regions, Hong Kong is the only place where its development is moving at slow pace. This results in depriving the citizens of a full array of Chinese medicine services. Because of the lack of support for scientific research, Chinese medicines inch forward sluggishly. The lack of a TCM hospital in Hong Kong stripped the TCM graduates of their legitimate rights to enter internship locally. In spite of its huge economic potential, Chinese medicine has been unreasonably neglected without a development policy. This leads to huge losses and squandering of both talents and resources.

近年來國家扶支持中醫藥的政策相繼出台。反觀當今本港雖然庫房充盈，但深受廣大市民歡迎的中醫藥服務卻仍然缺乏長遠規劃。我們呼籲政府從速制訂全面發展中醫藥政策並成立直接向特首負責的「中醫藥發展專署」來推動中醫藥發展以及釋放中醫藥巨大的經濟潛力。市民亦可從而獲得更完善和更優質的中醫藥服務。

In recent years, the Central government promulgated a series of policies to promote Chinese medicine. In spite of a full coffer in the treasury, Hong Kong’s Chinese medicine still does not have a long-term plan for its development even though it is fully embraced by the citizens. We appeal to the government to formulate a comprehensive Chinese medicine development policy as soon as possible and set up a Chinese Medicine Development Commission to implement it so that the substantial economic potential of Chinese medicine can be realized while the citizens could begin to enjoy quality Chinese medicine services to its fullest extent.
