ご賛同くださった皆さま、本当にありがとうございます。 本日、署名が 10,000筆を超えました。短期間でこれほど多くの方に関心を寄せていただいたことは、日本の熊政策に対する問題意識の高さを示しています。
この署名は、単なる「熊の問題」ではなく、 日本の熊政策を“予防重視”へ転換するための声です。
現在、秋田では熊肉のブランド化が進み、ドローンによる熊検知サービスも登場し、 熊が“資源”や“管理対象”として扱われる流れが強まっています。 しかしその一方で、熊が人里へ来る根本原因である 境界対策(ゾーニング・ゴミ管理) は後回しにされ続けています。
また、国の熊対策予算 62億円 がどのように使われているのかも、依然として不透明です。 本来、研究すべきは「熊をどう排除するか」ではなく、 人間側のゾーニングと棲み分けの仕組みをどう整えるかです。
海外で効果が証明されている 熊対策ゴミ箱 は、 人間と熊の軋轢を減らす最も基本的で確実な対策です。 にもかかわらず、日本ではゴミ管理が地域任せのままになっており、 これは構造として見直されるべき問題です。
熊対策ゴミ箱は、 国が責任を持って整備すべき公共インフラです。
1万筆の到達は、社会的な関心の高さを示す重要な節目です。 今後、行政への提出方法やタイミングについて整理し、進捗をまたご報告いたします。

This petition is a call to shift Japan’s bear policy toward prevention, not culling. While bear meat branding and drone-based detection services are expanding, the essential boundary management—such as proper waste control—continues to be neglected.
Japan’s 6.2‑billion‑yen bear management budget remains unclear in its use. What we need is better human-side zoning and coexistence measures.
Bear-proof trash bins, proven effective in many countries, are a basic and reliable tool to reduce human–bear conflicts. Yet waste management is still left to local communities. This is a structural issue that must be addressed.
Reaching 10,000 signatures is an important milestone. Further updates will be shared as we prepare the next steps.
