秋田では熊肉のブランド化が進み、さらにドローンで熊を検知する企業まで登場し、
熊が“資源”や“管理対象”として扱われる流れが強まっています。
その一方で、熊が人里に来る根本原因である境界対策は後回しなのではないでしょうか。
そして、熊対策予算62億円がどこに使われているのかも不透明な状況が続いています。
本来、研究すべきは 「熊をどう排除するか」ではなく、人間側のゾーニングと棲み分けの仕組み です。
海外でも効果が証明されている熊対策ゴミ箱は、熊との軋轢を減らす最も基本的で確実な対策です。
にもかかわらず、ゴミ管理は地域任せのまま。これは構造として見直されるべき問題です。
熊対策ゴミ箱は、国が責任を持って整備すべき公共インフラです。

This petition is not just about bears—it is a call to shift Japan’s bear policy toward prevention rather than culling.
In Akita, bear meat is being promoted as a regional brand, and companies offering drone-based bear detection services are emerging. Bears are increasingly being treated as resources or targets of culling.
Meanwhile, the essential boundary management needed to prevent bears from entering human settlements is being neglected.
At the same time, it remains unclear how the national 6.2-billion-yen bear management budget is actually being spent.
What we should be researching is not how to remove bears, but how to improve human zoning and coexistence with wildlife.
Bear-proof trash bins, whose effectiveness has been demonstrated in many countries, are one of the most basic and reliable ways to reduce human-bear conflicts.
Yet waste management is still left to local communities. This is a structural problem that should be addressed.
Bear-proof trash bins should be developed and funded by the national government as essential public infrastructure.
Reaching 1,000 signatures is only the beginning.
