The Issue

Macau S.A.R. Government has announced a partial lockdown between 11-18 July.  Per CPSP indicated, dog-walking is not considered essential and therefore not allowed.

From a humane standpoint, most of the dogs in Macau habitually urinate outdoors, or at the public dog toilets.  It is against nature to change their physiological habits to do it indoor in short period of time.  This could potentially cause serious health issue and even death of some dogs.  It is fundamental need for most dogs to have their potty-walk at appropriate spots outdoor.  A large number of citizens expressed concern and anxiety over the authorities' interpretation of the Executive Order.   After two days of inquiries from the media and animal protection organizations, apparently the position is unchanged by the authority.   By presenting this partition, we, a group of citizens and pet owners, would like to let our government know that this is not the request of a few individual dog owners, but the basic rights and interests of the majority of responsible citizens who are willing to abide by Article 11 of Law  No. 4/2016 "Animal Protection Law" for their beloved pets.   At the same time, in order to support the government's fight against the epidemic, citizens are willing to cooperate should they be allowed to walk their beloved pets - to travel alone and wear KN95 masks throughout the process, and shorten the time and route of the walk.
