わんわんに正義を。すべての動物に、命を守られる権利を。

2026年6月、広東省掲陽市で、母犬「わんわん」とその子犬たちが、極めて残酷な虐待によって命を奪われました。

わんわんは、自分の子どもたちを守ろうとしていました。
彼女には何の罪もありませんでした。

それでも、わんわんと子犬たちは想像を絶する苦痛にさらされ、その様子は撮影され、インターネット上にも広まりました。

私たちは、この事件を一時的なSNS上の悲劇として終わらせてはいけないと考えています。

動物は物ではありません。

痛みや恐怖を感じ、愛情を持ち、家族を守ろうとする命です。

だからこそ私たちは、中国の全国人民代表大会常务委员会（Standing Committee of the National People’s Congress）に対し、既存の動物関連法とは別に、動物への残虐行為そのものを包括的かつ実効的に規制する「動物虐待防止法」の制定を求めます。

私たちは求めます

・動物への深刻な虐待、拷問、重傷を負わせる行為、残虐な殺害を禁止する包括的かつ実効性のある法律を制定すること。

・重大な動物虐待事件を適切に捜査し、加害者に法に基づく責任を問える制度を整えること。

・動物虐待を撮影、依頼、販売、配信、拡散する行為に対しても、実効性のある対策を講じること。

・未成年者による重大な動物虐待について、適切な調査、教育、行動面への介入、継続的な監督を行う制度を整えること。

・犬や猫などの伴侶動物や野良動物を、暴力ではなく、保護、避妊・去勢、ワクチン、里親制度などの人道的な方法で守る仕組みを整えること。

わんわんの命は、もう戻ってきません。

しかし、彼女の死をきっかけに法律や社会が変わり、これから生まれる命が守られるのであれば、わんわんの存在は決して無意味ではありません。

私たちは、わんわんを忘れません。

この事件を忘れさせないために。
二度と同じ苦しみを受ける動物を生み出さないために。
そして、声を上げることのできないすべての動物たちのために。

Justice for Wang Wang. Every animal deserves the right to be protected from cruelty.

In June 2026, a mother dog named Wang Wang and her puppies were subjected to horrific cruelty in Jieyang, Guangdong, China.

Wang Wang was trying to protect her babies.
She had done nothing wrong.

Yet Wang Wang and her puppies were subjected to unimaginable suffering, and the abuse was filmed and circulated online.

We cannot allow this case to become another tragedy that simply disappears from public attention.

Animals are not objects.

They can feel pain and fear, experience affection, form bonds, and protect those they love.

That is why we call on the Standing Committee of the National People’s Congress of China to enact comprehensive and enforceable legislation specifically addressing animal cruelty, in addition to existing animal-related laws.

We call for:

Comprehensive and enforceable legislation prohibiting severe animal cruelty, torture, serious injury, and cruel killing.
Effective mechanisms to investigate serious cases of animal cruelty and hold perpetrators accountable under the law.
Effective measures against the filming, commissioning, sale, distribution, and dissemination of animal-cruelty content.
Appropriate investigation, education, behavioral intervention, and continued supervision in cases involving minors who commit serious acts of animal cruelty.
Humane systems to protect companion and stray animals through rescue, sterilization, vaccination, adoption, and other non-violent measures.
Wang Wang cannot be brought back.

But if her death becomes a catalyst for meaningful legal and social change, and if future animals are protected because of it, then her life will not have been forgotten.

We will remember Wang Wang.

We will not allow her story to disappear.

We will continue to speak for her and for every animal that has no voice.
