中華人民共和国駐日本国大使館へ提出予定: ワンワン事件犯人の処罰と動物虐待を罰する法律を求める

動物愛護に関心を持つ人々にとって、広東省で起きた事件、母犬「旺旺（ワンワン）」とその3匹の子犬が虐待され、残酷に命を奪われたことは、決して見過ごすことのできない出来事です。このような非道な行為があったにも関わらず、犯人である少年たちに対し何の罰則も科されていないという現実には怒りと失望を感じざるを得ません。
中国を含め世界中にて動物虐待の問題は、これまで何度も取り沙汰されておりますが、今回起きたワンワン事件の残虐性、SNSに晒すという秩序のかけらもない犯人の行動に多くの人々が大変憤慨し、心を痛め、悔やんでおります。動物も人間と同様に痛みや苦しみを感じ、尊重されるべき命であります。娯楽目的で不必要に最大限の苦痛を与え、残虐な行為を行った加害者が、包括的な法律が整備されていないため処罰を受けないまま野放しにされているのが現状です。
中国政府にこのような事件が２度起きないよう、動物虐待が厳罰化される強力な法律の整備を求めます。具体的には、動物虐待を減少を目的とした、動物を傷つける虐待や命を奪う行為を厳しく取り締まるための法的な枠組みを作り、違反者に対する厳しい罰則の設定や、それらを有効に取り締まるための警察や関連機関の体制強化等です。
この問題を放置すると、将来にわたって更なる虐待が起こり続ける可能性が考えられます。今回のワンワン事件についても詳しい調査と携わった犯人と思われる5人の少年に対する何らかの処置、処罰を求めます。
私たちの声を届け、中国政府に対して動物を守る法律の策定と事件の調査と犯人の処罰を求めましょう。動物たちに平和な未来を保障し、２度とワンワン事件のような残虐な事件が起こらぬよう第一歩として、どうかこの請願にご協力ください。

I am writing on behalf of many concerned citizens and petition signers, including myself who are deeply saddened and profoundly outraged by the horrific torture and killing of the mother dog, Wang Wang and her puppies. We respectfully call for meaningful action to strengthen the protection of animals from abuse and cruelty.
The incident occurred on June 28th, 2026, in Jieyang City, Guangdong, China. According to the media, four boys severely abused Wang Wang and her puppies, ultimately killing them (graphic details are omitted out of respect for the animals). The video footage documenting the abuse was reportedly recorded and subsequently circulated on social media, where it quickly spread and drew public attention.
Although most of the original videos and related posts have been removed, the story of Wang Wang and the public outrage surrounding her death continue to resonate around the world. Many people around the world have been deeply affected and heartbroken by the cruelty inflicted on Wang Wang. The distress caused by this incident extends beyond the brutality itself. The fact that the acts were allegedly carried out by children while laughing and appearing to treat the suffering of animals as entertainment has caused profound shock, disgust and disbelief among many people. The disturbing nature of the incident left many people struggling to comprehend and prompted to reflect on our shared moral responsibility and the values we place on compassion and humane treatment of animals. The tragic incident of Wang Wang underscores the urgent need for legal protection against animal cruelty.
Moreover, we are deeply concerned by the reports that those who are responsible for the Wang Wang’s death have not faced legal consequences. We are further concerned that the authorities have urged the public not to disseminate information related to the case and to reject what they describe as “cyberbullying”. (CRBC News) While we understand the importance of protecting minors, we respectfully hope that such measures will not prevent legitimate public discussion about animal welfare and the need for the legal protection for animals.
We respectfully request the Chinese authorities:
-Strengthen national legislation or enact comprehensive legislation against animal cruelty in which appropriate accountability and effective deterrents are established for serious acts of abuse.
-Investigate whether there are other cases of serious or ongoing animal cruelty in China, including the cases that have not been reported publicly.
-Conduct a transparent investigation into the incident of Wang Wang and communicate the outcome publicly, to the extent permitted by law.
-Provide further information regarding the legal measures taken in relation to the four boys involved in the killing of Wang Wang, including, where legally permissible information about the educational and rehabilitative measures provided at the “specialised school” the boys were reportedly sent. -Establish appropriate legal mechanisms for the cases in which minors commit extreme violence or cruelty against animals while balancing accountability with protection and rehabilitation of minors
-Demonstrate to the international community that China is committed to preventing such acts of cruelty from occurring again.

People from many countries are paying close attention to this case, not because they wish to criticize China but hope to see leadership, compassion, and meaningful reform. Invest in education and public awareness programs that promote compassion, empathy, and respect for animals.
Demonstrate to the international community that China is committed to preventing such horrific acts from happening again.
The world’s attention remains on this case. People from many countries are paying close attention to this case, not because they wish to criticize China but hope to see leadership, compassion, and meaningful reform.
