On Monday, August 3 (July 25), the sanatorium and sterilization center for dogs without owners in the Gandak area of Damavand announced on social networks that more than a thousand dogs kept in this center, which were "sterilized and had license plates", were shot dead by unknown people. .

The perpetrators of this massacre locked the person in charge of the shelter in a room and killed more than a thousand dogs and buried their bodies, and only about 20 dogs survived the attack.

Saman Golnari, a member of the animal rights campaign in Iran, also said in a conversation with Iran Wire: "The shelter in Gandak Damavand area was half-open. "Some of the newly neutered dogs were confined and others were freer and could roam."

Animal rights activists also point out that before killing these animals, the municipal officers closed the entrances to this shelter from around 5 to 11 in the morning.

The attack on this center was carried out while all its activities were legal and in accordance with the directives and guidelines of the organization of municipalities and rural districts of the country.

In 2018, the sanatorium and sterilization center for dogs without owners started its activity in full coordination with the authorities, near the village of "Gandak" in Damavand city, and during this period, it was trying to rescue ownerless dogs with the cooperation of pro-animal groups and volunteers. From deparasitization, sterilization, vaccination and treatment of possible diseases, release them again.
