

Nedavni događaji u vezi sa Miloradom Dodikom, predsjednikom Republike Srpske (RS), izazvali su značajnu zabrinutost u pogledu poštovanja Dejtonskog mirovnog sporazuma. Nakon nedavne osude i presude Suda Bosne i Hercegovine za separatističke aktivnosti, Dodik je pokrenuo mjere koje dodatno osporavaju ustavni okvir zemlje.
U potezu koji je eskalirao tenzije, Narodna skupština RS, pod uticajem Dodika, donijela je zakon kojim se državnim institucijama, uključujući Državnu agenciju za istrage i zaštitu (SIPA), efektivno zabranjuje djelovanje na teritoriji RS. Ovom zakonodavnom akcijom nastoji se odbaciti autoritet centralnog bosanskog pravosuđa i policijskih agencija u RS, čime se potkopavaju jedinstvene pravne i sigurnosne strukture uspostavljene Dejtonskim sporazumom.
Ovakve radnje se široko smatraju kršenjem Dejtonskog mirovnog sporazuma, koji je osmišljen da osigura suverenitet i teritorijalni integritet Bosne i Hercegovine uz davanje značajne autonomije njenim entitetima. Ometajući funkcije državnih institucija, ove mjere ugrožavaju delikatan odnos snaga i rizikuju destabilizaciju regiona.
Međunarodna zajednica je izrazila duboku zabrinutost zbog ovih događaja. Sjedinjene Države su, posebno, proširile sankcije pojedincima i entitetima povezanim s Dodikom, navodeći napore da se potkopaju mirovni sporazumi i ustavni poredak zemlje.
U svjetlu ovih okolnosti, ponovo otvaram ovu peticiju, koja je imala više od 48.000 potpisa prije ponovnog otvaranja 6. marta 2025. godine.

Following his recent conviction and sentence by the Court of Bosnia and Herzegovina for separatist activities, Dodik has initiated measures that further challenge the country's constitutional framework.
In a move that has escalated tensions, the RS National Assembly, influenced by Dodik, has passed a law that effectively bans state institutions, including the State Investigation and Protection Agency (SIPA), from operating on the territory of RS. This legislative action seeks to reject the authority of the central Bosnian judiciary and police agencies within RS, thereby undermining the unique legal and security structures established by the Dayton Agreement.
Such actions are widely seen as a violation of the Dayton Peace Agreement, which was designed to ensure the sovereignty and territorial integrity of Bosnia and Herzegovina while granting significant autonomy to its entities. By obstructing the functions of state institutions, these measures threaten the delicate balance of power and risk destabilizing the region.
The international community has expressed deep concern about these events. The United States, in particular, has expanded sanctions on individuals and entities associated with Dodik, citing efforts to undermine the peace agreements and the country's constitutional order.
In light of these circumstances, I am reopening this petition, which had more than 48,000 signatures before its reopening on March 6, 2025.
I once again urge you to respond in a timely manner for the benefit of all of us. Preventive action is better than destructive.
