We,the residents of Zwolle, petition the Town of Zwolle to help us resolve an ongoing progress with the residence/ members of the New Creation Program/ rehab facility operated by Mark Rivers. We beg the town to have the facility relocated out of town and away from our homes, school and families due to lack of proper and necessary supervision. 

We believe that the participants of the “ program “ run by Mark Rivers are being allowed to roam the streets without supervision. There have been a few instances where alleged defendants may or may not have been involved in situations such as murder, molestation, drug and alcohol abuse all while in the so called care of the program at New Creation Church. Some have gone up and down the street asking if they could do work for money. 

There have been members of the program that have been convicted of such crimes such that they are required by the State of Louisiana to register, submit their names, crime convicted of, address and their picture to local news paper and also to send letter to people residing in the surrounding area so that the residents are made aware of their crimes( which we believe has not been done).

Therefore we see the “program” as a danger to ourselves, family and community. This program and the Town of Zwolle have allowed this behavior to continue an increase in our town. It has gone on far too long and families in our community have suffered for it. Due to this we must request that the defendants in the program being moved outside of our community and away from our loved ones.

By signing this letter we, the people, respectfully petition to have both the defendant and the program relocated out of our town.
