Amend the Zimbabwean constitution to downsize parliament.

The Issue

Zimbabwean economic woes emanate mainly from failure to bridle public expenditure. Majority of this expenditure is not capital expenditure or delivery of social services but current expenditure in terms of salaries and perks.  

With the majority of civil servants getting remunerations which are far below the poverty detum line (PDL), as well as streamlining of the civil service through freezing of some posts ( though essential); the fiscus remain saddled with a current expenditure in form of salaries and allowances for members of parliament. 

With a population of less than 15 million people (https://worldpopulationreview.com) and having 270 members of the lower house only (210 elected and 60 proportional representation, ignoring the 80 senators); it implies that each member is representing less than 72 000 people which is too low compared to countries with better economic standing. For example, SA with a population of almost 60 million, has 490 members (90 being National Council members and 400 being National Assembly) translate to one member representing 150 000 people. America with a population of 328 million people, has (435- 100 senators and 435 voting members), implying 1: 754 000 (https://www.worldometers.info).

This size of parliament is an over-burden to an ailing economy like ours considering the cost-benefit analysis.
