Rushall Reserve: time to declare it officially dog "off-lead"

Over 30 years ago local residents reclaimed a refuse area beside Merri Creek in North Fitzroy and over the years, with Council's help, transformed it into a tranquil cul-de-sac. One of the biggest uses of the Reserve for more than 20 years has been for off-lead dog walking and exercising of all types, which users have managed socially with great success.
There is a threat that Rushall Reserve is already considered "on lead" by Council or will be designated so in light of the proposed bicycle path that will traverse the Reserve.
Council has called for public comment by 17 November on the Domestic Animals Act, which in part designates areas as "on-lead" or "off-lead". Whilst the Act's designated area list is currently silent on Rushall Reserve, Council officers have stated that "the general approach seems to be that reserve areas directly adjacent to the Merri Creek corridor are all 'on lead' within Yarra. We are aware that the park has been used as an off-lead reserve for a number of years, though the technical status is as an 'on lead' area" [emphasis added].
Our four legged friends need the ability to exercise off lead safely and the sanctuary that Rushall Reserve offers is ideal.

(Can each person in a household make their own separate submission rather than one for the collective household as Council counts the latter as one submission regardless of the number of signatures it contains.)
