Implementation of 10% EWS Reservation in Andhra Pradesh

The Issue

I would like to draw your attention to a pertinent issue that is impacting the people all across the length and breath of our beloved Andhra Pradesh.

As you are aware, the central government under the dynamic leadership of our Hon’ble Prime Minister Shri Narendra Modi had passed the revolutionary 124th Amendment Bill in the Parliament of India to provide education and employment opportunities to the economically backward sections of the upper castes Governments to implement the EWS reservation of 10% in education and employment, and the approval of Parliament will not require an Assembly resolution again in the State.

I find it disheartening that your government been in power for now over a year the EWS reservation that the Central Government had issued by a Gazette Notification  way back on 14-01-2019 to give effect to the EWS Reservation Act has not been implemented yet. The Act requires the Central and State Governments to implement the EWS reservation of 10% in education and employment. Reservations are to be implemented by the Hon'ble Chief Minister’s  through the issuance of a G.O.

The Central Government has introduced a 124th Amendment Bill in the Parliament of India to provide education and employment opportunities to the economically backward sections of the upper castes Brahmins, Aryavaishyas, Kshatriyas, Reddy, Kamma, Balija, Telaga, Kapu, Velama Dora, etc. and other social groups across the country. Various departments such as the Ministry of Human Resource Development, Ministry of Health and Family Welfare had immediately called for implementation of reservation for Economically Weaker Sections (EWSs) in admission to educational institutions from· academic year 2019-20  onwards  itself for  the  students/ candidates who are not covered under  the existing  schemes of reservation of SC/ST/OBC and as per the mandate of the Constitution (103rd  Amendment) Act, 2019 . It  may also be noted the central government has also specified that at any stage of implementation of EWS reservation, the number and percentage of reservation provided for SC/ST/OBC categories shall not be reduced.

I would like to bring to your attention, that your kind self had yourself announced that you would implement the 10% centralized law as soon as you came to power in the election campaign for the upper caste EWS poor families who constitute around 60% in the general election. After a historic mandate of 151 Assembly and 22 Parliamentary seats, the EWS reservation till date remains grossly neglected.

There were a  high number of eligible EWS persons with over 13,000 (thirteen thousand) government jobs in the recruitment of 1,30,000 (one lakh and thirty thousand) vacancies in the Village / Ward Secretariat jobs. As many as 13,000 beneficiaries lost their jobs due to complete negligence on the part of the government knowingly and brutally added 15 grace marks to the ineligible persons and made appointments as a hindrance in the examination under the administration of the Panchayati Raj Department. In the confusion between the relentless information in the newspapers that the paper was leaked  and the APPSC claims that we were not involved in the preparation of the examination papers and the administration of the examination, jobs were tied up and appointments were made for those who got least marks in some districts. In this context it is inhumane that the government does not even recognize the suicides of poor EWS students. It is extremely painful that they are being pushed down this path by your Government.

Meanwhile, the village / ward secretariat through a second notification issued shows all the jobs as "backlog posts" and placed 16,802 jobs in all the reservation categories without any clear distinction  of jobs to the EWS categories. It is unfortunate that the EWS have been continuingly neglected by flouting the 103rd Amendment Act.

The scheme is a major boon to the EWS with 2020 UPSC Civil Services exam conducted by the Central Government a prime example wherein the implemented EWS 10% , made us all proud with a large number of around 78 bright minds were selected from the two Telugu states, with you Hon'ble CM congratulating them yourself on Twitter and greeting them at your office. Even at the 2020 JEE- Mains saw a record of 25,000 people benefiting nationally due to EWS 10%.

Hon’ble CM, you have announced a jobs month every January. About 70,000 government jobs are ready in the form of a job calendar. Unfortunately though here in Andhra Pradesh, the lack of the EWS reservation implementation is causing anxiety, depression and fear among the unemployed. We are seeking official orders from GO for  the implementation of EWS 10% in 20,000 teacher posts to be announced by Education Minister A. Suresh as well as all other appointments such as Police, Forest, Excise, APPSC Group 1, 2, 3 , 4, VRO etc.  

Also, I would also request you that considering the Central Government is implementing the National Recruitment Agency (NRA)which is setting up a single fee and single qualifying examination in one year for job search and empowerment of poor students from 2020. The State Government should implement a similar single fee and single qualifying examination with a Fee discount to all the EWS eligible candidates.

I therefore humbly place before you all these demands and urge you to take all necessary measures including enabling amendments in the Regulations, if required, to ensure implementation of the provisions of the Constitution (Amendment) Act, 2019 with immediate effect.
