Thưa các ông,

Chúng tôi là những thành viên của nhóm Tôi và sứ quán, một nhóm tập trung những bà con Việt kiều trên khắp thế giới, những người đã, đang và sẽ cần những thủ tục lãnh sự tại các cơ quan đại diện ngoại giao Việt Nam. Hàng chục năm qua, các sứ quán Việt Nam đã thực hiện việc thu phí lãnh sự sai quy định của chính phủ, lạm thu, không công khai biểu phí và không xuất hóa đơn thu tiền đúng quy định, tính sai tỉ giá và còn gây khó khăn cho công dân khi làm thủ tục lãnh sự. Tất cả các bằng chứng này được đăng tải hàng ngày trên diễn đàn Tôi và sứ quán theo địa chỉ dưới đây:

Ngoài việc lạm thu và thu tiền sai quy định, các sứ quán còn gây khó khăn cho bà con kiều bào khi yêu cầu thêm các thủ tục mà luật không quy định, thậm chí gây khó khăn tới mức người dân cùng quẫn đến tột cùng và đã xảy ra vụ tự sát của chị Trần Thị Mai tại sứ quán Việt Nam ở Malaysia vì không thể làm giấy thông hành về nước. Chị Mai muốn gặp đại sứ Lê Quý Quỳnh để trình bày nhưng sau nhiều lần cố gắng vẫn bất lực và đã tới mức phải tự sát tại trụ sở sứ quán. Chi tiết ở đây:

Qua thư này, chúng tôi yêu cầu Thủ tướng chính phủ, Bộ ngoại giao, Cục lãnh sự cần có hành động dứt khoát với việc lạm thu phí lãnh sự ở các sứ quán, lãnh sự quán. Chấm dứt lạm thu phí lãnh sự và gây khó khăn cho bà con Việt kiều. Tôn trọng luật pháp, thu tiền đúng quy định, công khai minh bạch các thủ tục lãnh sự và thụ lý hồ sơ đúng thời gian luật quy định, có tài khoản chuyển tiền rõ ràng, nhân viên lãnh sự đeo bảng tên để người dân biết khi giao dịch.

Kiều bào là một phần không thể tách rời khỏi tổ quốc. Nhà nước, chính phủ, Bộ ngoại giao luôn có chính sách động viên bà con về làm ăn, sinh sống tại Việt Nam, góp phần xây dựng quê hương. Nhưng nếu các sứ quán lạm thu phí lãnh sự, gây khó khăn cho kiều bào ngay từ cửa ngõ trở về quê hương như bị gian dối, ăn chặn, đối xử trái luật thì kiều bào căn cứ vào đâu để tin rằng các chính sách của chính phủ được thực hiện đúng để đáp ứng nhu cầu thăm quê hương, xây dựng đất nước của kiều bào.

Để khẳng định lời nói của Thủ tướng Nguyễn Xuân Phúc là “Tổ quốc lắng nghe hơi thở của bà con kiều bào”. Chúng tôi yêu cầu chính phủ, Bộ ngoại giao, Cục lãnh sự và các cơ quan đại diện hãy nghiêm chỉnh thi hành đúng luật và tạo điều kiện cho bà con kiều bào khi làm thủ tục lãnh sự.

Dear Sirs,

We, the members of the Facebook group named "The Embassy and Me", are overseas Vietnamese (Viet-Kieus), who have been using the Vietnamese consular services provided by the Vietnamese embassies around the world.

During the past decades, the Vietnamese embassies have intentionally executed unlawful practices. They have forcefully charged unrequired-by-law fees, forcefully overcharged the consular fees, and applied non-transparently converted currency exchanges. They have not made the fee schedule available to the public and not issued the receipts as regulated. When requested to issue the receipts, they have aggressively created the barriers/hassles/delays for applicants petitioning consular services. Evidence on these illegally unacceptable behaviors has publicly been available on the group’s page at:

In addition to forcefully overcharging the fees and charging the unrequired-by-law fees, the Vietnamese embassies have created requirements unregulated by the law or have intentionally prevented applicants from eligible consular supports. The worst case was that a seeking-consular-support applicant (Tran Thi Mai) was so desperate that she suicided at the Embassy of Vietnam in Malaysia, resulting from being unable to receive the legally consular supports to obtain the travel document to return home. Tran Thi Mai desperately made every effort to meet with the Ambassador Le Quy Quynh to present her difficulties. However, after several endeavours, Mai was unable to connect or to meet the Ambassador, she eventually suicided at the embassy. Details can be found in the below link:

By sending this letter, we urgently and strongly request that the Prime Minister, the Ministry of Foreign Affairs, and the Department of Consular Services immediately take a decisive and strong action against the above-mentioned flagrant infringements by the embassies of Vietnam. The Vietnamese embassies must immediately stop overcharging or erecting barriers to the applicants, who legally challenge the embassies’ infringements. The Vietnamese embassies must obey the laws by (1) only charging approved fees, (2) making the information about consular services publicly available, (3) processing applications within the regulated processing time, and (4) announcing the embassies’ bank accounts transparently. Additionally, the consular officers must wear a name tag when on duty, and must answer phone calls and respond to emails appropriately, politely and in a timely manner.

The Government has stated that overseas Vietnamese are inseparable from the Vietnamese and that the Government has always encouraged overseas Vietnamese to return, invest and contribute to the motherland. However, if there is no action taken against these intentionally unlawful behaviors, the consular services, which have been the most unacceptable obstacle, will still be the most unacceptable obstacles for overseas Vietnamese on their way visiting Vietnam. The intolerant infringements of the Vietnamese embassies will invalidate the Government’s goodwill and its welcoming policy to the overseas Vietnamese.

As the Prime Minister has stated that “the Government always listens to overseas Vietnamese, emphatically", we politely urge the Prime Minister, the Ministry of Foreign Affairs, and the Department of Consular Services to ensure that the Vietnamese embassies/consular officers respect the laws, the Acts, and the regulations. This is the very first step to encourage the overseas Vietnamese to return, invest and contribute to the motherland.
